Four communes, one heritage site.

According to the signed cooperation agreement, the four localities of Hoi An, Hoi An Dong, Hoi An Tay, and Tan Hiep agreed to coordinate regularly and effectively, covering many fields such as Party building, socio- economic development, national defense and security, environmental protection, education, health, and tourism.

The focus is on preserving and promoting the values of the Hoi An World Cultural Heritage site, the Cu Lao Cham - Hoi An Biosphere Reserve, and traditional craft villages in the area.

For approved projects, transitional projects, and outstanding projects related to localities, the localities will jointly advise the city and relevant departments and agencies on the implementation of the zoning plan according to the previously approved Hoi An City Master Plan.

At the same time, we participated in providing feedback on the Architectural Management Regulations to replace Decision No. 777/QD-UBND issued by the People's Committee of Quang Nam province (formerly) on March 15, 2011, regarding the Regulations on urban planning and architectural management of Hoi An city.

In addition, coordination is underway for inter-local projects and works, including the Hoi An public cemetery, the landfill in Hoi An Tay ward, the construction of a new Hoi An Hospital, and several other key projects.

Notably, two new projects have been proposed by stakeholders for inclusion in the joint plan for coordinated implementation during the remainder of 2025 and the first quarter of 2026, including: research on investment, collection, and display at the Hoi An Traditional Room (Hoi An Cultural Park) and the implementation of a green tourism , smart tourism, and digital replica project of Hoi An - Cu Lao Cham.

The four communes/wards will also collaborate in organizing events and festivals held locally, as well as in some countries with which they have previously signed cooperation and exchange agreements.

Hoi An Ward will assume the role of overall coordinator for the period 2025 - Q1/2026, after which it will hand over the responsibility for the next phase to Hoi An Dong Ward.

Building the brand of world heritage sites.

In the urban development of Hoi An, the elements of streets and villages blend harmoniously with the structure of "village within the city - street within the village".

The ecosystems of the communes and wards of the former Hoi An city are closely interconnected. In the photo: Thanh Ha pottery village, along the Thu Bon River. Photo: HA SAU

Furthermore, the ecosystems in this area are closely interconnected from the mainland to the islands, with the most notable example being the Cu Lao Cham - Hoi An World Biosphere Reserve, recognized by UNESCO in 2009.

Therefore, in the upcoming development process, especially with regard to inter-regional issues, communes and wards need to consult closely to minimize conflicts of interest between localities.

According to Vice Chairman of the City People's Committee Nguyen Thi Anh Thi, the fact that the four localities sat down together, discussed, and agreed on a common coordination mechanism is a practical, creative, and strategic step.

This contributes to the effective implementation of the City Party Committee's major policies, especially the policy of establishing sister-city relationships between localities.

In addition, it aims to build a unified development space, a comprehensive whole in terms of culture, identity, and brand: "Hoi An - a World Cultural Heritage destination".

“The city will always pay attention to, accompany, and support localities in implementing tasks. Especially inter-regional projects such as: planning, infrastructure investment, green tourism, digital transformation, development of the night economy, and building a unified cultural and ecological space of Hoi An - Cu Lao Cham,” said Ms. Nguyen Thi Anh Thi.
