Currently, the Ly Thai To extended road project and the residential and resettlement area of the former Lang Son city are under construction. To ensure the availability of land for construction, Dong Kinh ward is coordinating with relevant units to focus on resolving difficulties and obstacles in land clearance work.

In early May 2026, the family of Ms. Pham Thi Hoa, residing at Alley 7, Lane 26, Block 15, Dong Kinh Ward, began dismantling their house and moving their belongings to hand over the land for the Ly Thai To extended road project and the old Lang Son city residential and resettlement area. To assist the family in relocating their belongings, the Dong Kinh Ward People's Committee mobilized officials to coordinate with the contractor in transporting the household items to their new residence.
Ms. Pham Thi Hoa stated: "My family owns over 220 square meters of land that is subject to expropriation. Although relocating our house will significantly impact our daily lives, after being informed and having the situation explained, I have agreed to hand over the land so that the project can be implemented soon."
It's not just Mrs. Hoa's family; recently, many households within the project area have also been urgently moving their belongings and dismantling their houses to hand over the land for construction.
Mr. Duong Thanh Hao, Party Secretary and Head of Block 14, Dong Kinh Ward, said: "The block has more than 20 households affected by the project. Initially, many households were hesitant regarding compensation and support policies and housing after relocation. However, after being directly met with and explained by the ward government and relevant units, the households agreed to hand over the land to the investor. The people hope that the project will be implemented comprehensively soon so that transportation will be more convenient and the urban landscape will be more attractive."
The Ly Thai To extended road project and the residential and resettlement area of the former Lang Son city cover a total area of over 24.5 hectares. Of this, the route is over 1.1 km long, affecting more than 540 families and individuals, as well as numerous organizations and communities.
To date, the relevant authorities have issued decisions to reclaim land from 514 households and organizations; and carried out surveying and inventory of an area of over 6.9 hectares. Of these, 51 households have agreed to hand over approximately 5,000 m2 of land to the investor. From the end of April 2026 to the present, the contractor has received and cleared the site to begin construction on an area of nearly 3,000 m2.
Mr. Duong Van Dam, site manager of Hai Phong Construction and Transportation Joint Stock Company ( Hai Phong ), said: Currently, the unit is implementing construction in a phased manner, mobilizing machinery and personnel to start construction as soon as a site is cleared. However, because the site is not contiguous, construction has to be divided into smaller sections, affecting the progress of the project.
Currently, Dong Kinh ward has established working groups that directly visit each household to disseminate information, persuade, and explain the policies on compensation, support, and resettlement. For cases where residents still have concerns about their rights, compensation rates, or resettlement locations, the ward leaders and relevant units directly meet and dialogue with them to resolve each specific issue.
However, land clearance work still faces some difficulties, as many households whose land is being acquired do not reside in the area; some land plots have undergone changes over several periods, making it difficult to verify land ownership... From the beginning of 2026 to the present, the ward has coordinated and organized 5 concentrated propaganda sessions and 10 direct propaganda and mobilization sessions for households still facing difficulties regarding compensation and support mechanisms and policies. At the same time, the ward is also focusing on preparing the necessary conditions for the resettlement of residents.
Ms. Nguyen Thi Huong Sen, Vice Chairman of the Dong Kinh Ward People's Committee, said: Currently, the ward has basically completed the preparation of land and cleared the site with 135 plots of land to be allocated to households affected by the project. At the same time, the resettlement area of the project is continuing to be implemented so that households can move with peace of mind and hand over the land for construction.
Despite certain difficulties, the decisive and proactive involvement of the ward's Party committee and government in propaganda, mobilization, and direct dialogue has created positive changes in land clearance work. Many households have agreed to hand over the land, creating favorable conditions for the project to implement its components as planned. Upon completion, the project will contribute to improving transportation infrastructure, expanding urban space, facilitating travel and daily life, and gradually improving the quality of life for residents in Dong Kinh ward.
