- In the context of promoting administrative reform, timely processing of administrative procedures has become one of the important criteria for evaluating the effectiveness of local government operations. In Loi Bac commune, the commune government has implemented a comprehensive set of solutions to effectively carry out administrative procedure reform. As a result, the receipt and processing of administrative procedure dossiers have achieved positive results, maintaining a 100% rate of dossiers processed on time.
From July 1st, 2025, Loi Bac commune was established based on the consolidation of the entire natural area and population of San Vien and Loi Bac communes in the former Loc Binh district. Compared to before, after the consolidation, the commune's Public Administrative Service Center (PVHCC) receives approximately 20 citizens per day for administrative procedures, sometimes reaching 40-100 citizens per day during peak periods.

Visiting the PVHCC Center in Loi Bac commune on a morning at the end of May 2026, we observed a bustling and orderly working atmosphere. The application reception area was neatly and scientifically arranged, and all procedures were clearly posted for easy reference by the public.
Ms. Chu Thi Ton from Na Lang village said: "I came to have my documents certified. Before coming, I received guidance from the commune officials over the phone, so I had all the necessary documents prepared. When I submitted the documents, it only took a few minutes to complete. The official wrote out the information and gave me a receipt with a time to receive the results. The procedure is now very convenient and fast; I don't have to go back and forth as many times as before."
Not only Mrs. Ton, but according to observations, the majority of people are satisfied with the process of receiving, processing, and returning results of administrative procedures at the Loi Bac Commune Public Service Center, finding it very convenient and fast. From July 1, 2025 to the present, the commune has received 11,902 applications; 11,837 applications have been processed, 100% of which were processed on time or ahead of schedule; and 65 applications are still being processed. In particular, many simple procedures are resolved on the same day, providing maximum convenience for the people.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Service Center, stated: "Through monitoring and understanding the actual situation, we have observed that Loi Bac commune has performed well in receiving, processing, and delivering administrative procedure results to the people. To date, Loi Bac commune is one of four communes in the province, along with Dinh Lap, Quan Son, and Khang Chien, that have not had any overdue applications. This result demonstrates the sense of responsibility and proactiveness of the commune government and its staff, gradually improving the quality of service to the people."
To achieve positive results and gain recognition from the people, the People's Committee of Loi Bac commune has implemented a comprehensive set of solutions, identifying administrative procedure reform as one of the key tasks to better serve the people.
Ms. Pham Minh Hue, Deputy Secretary of the Party Committee and Chairwoman of the People's Committee of the commune, said: "We have issued a plan to control and reform administrative procedures, implemented the one-stop shop mechanism, the integrated one-stop shop, and carried out administrative procedures in an electronic environment from the beginning of the year; we have urgently reviewed, consolidated, and clearly assigned responsibilities to each official and civil servant working at the Public Service Center to ensure the smooth receipt and processing of applications. At the same time, we require officials to strictly adhere to administrative discipline and order, and not allow any delays in processing applications."
Furthermore, one of the key factors that helps Loi Bac commune avoid overdue applications is the promotion of administrative procedures in the electronic environment. The commune People's Committee actively promotes and guides people to use online public services. This not only saves time and travel costs for people but also reduces pressure on the department that receives applications in person. From July 1, 2025 to the present, the commune has received 10,983 online applications, accounting for 92.3% of the total number of applications received.
Furthermore, in addition to focusing on processing applications within the stipulated time, the commune also prioritizes improving service quality. All feedback and suggestions from organizations and individuals related to administrative procedures are received and processed promptly. Suggestion boxes and hotlines are publicly available for citizens to easily provide feedback when needed.
Thanks to the synchronized solutions implemented by the commune government, the handling of administrative procedures in Loi Bac commune has achieved many positive results, contributing to building an image of a friendly, professional, and people-serving government.
