Through the draft on mechanisms and policies in implementing the Land Law

The Government issued Resolution No. 339/NQ-CP on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.

In Resolution No. 339/NQ-CP, the Government allows the inheritance of the results and contents of the proposed amendments and supplements to the Land Law in the dossier of the draft Law on amending and supplementing a number of articles of the Land Law submitted to the Government in Report No. 136/TTr-BNNMT; does not include in the Resolution of the National Assembly the contents on decentralization, delegation of power, and determination of authority; on land use planning and plans; on receiving transfer of land use rights to implement commercial housing projects because they have been stipulated in the Resolution of the National Assembly, the Resolution of the Government and the Government's decrees; at the same time, adds contents to continue to remove difficulties and obstacles in the process of organizing the implementation of the Land Law.

The Government approved the content of the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law as proposed by the Ministry of Agriculture and Environment .

The Ministry of Agriculture and Environment is responsible for the content and proposed reports, ensuring compliance with legal regulations.

The Government assigned the Minister of Agriculture and Environment, authorized by the Prime Minister, to sign, on behalf of the Government, the Government's Submission to the National Assembly a draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law to submit to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly according to shortened procedures; proactively report and explain to the National Assembly Standing Committee and National Assembly agencies according to regulations.

* According to the draft Report prepared by the Ministry of Agriculture and Environment, the purpose of issuing the Resolution is to fully and promptly institutionalize the viewpoints and policies of the Party and State on land policy; promptly remove "bottlenecks" and new issues arising from practice, contributing to the realization of socio-economic development goals, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income, in accordance with new management requirements.

The Draft Resolution stipulates a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law such as: Regulations on land use planning and plans; Regulations on land recovery, compensation, support, resettlement; Regulations on land allocation, land lease, and change of land use purpose; Regulations on land allocation, land lease, and change of land use purpose; principles of land valuation, time of information collection, methods of land valuation; Land price list; Land price adjustment coefficient...
