Awakening the spirit of self-improvement
Mr. Lo Van Phim's family (residing in Xang village, Mon Son commune, Nghe An province) has been a poor household for many years. During a dialogue on poverty reduction in the village, he learned about the loan policy of the Social Policy Bank and boldly borrowed 100 million VND to raise cows and plant acacia. Thanks to that, his family has escaped poverty and has the conditions to take care of his children's education.
“In the past, my family was poor, had no capital for production, and was afraid of getting into debt and not being able to do it. Knowing about the loan program of the Social Policy Bank with low interest rates, longer loan terms, and the ability to divide the loan into 6-month repayment periods, my wife and I agreed to borrow. Thanks to the loan of 100 million VND to raise cows and plant acacia trees to develop the economy , my family has escaped poverty and has money to take care of our children's education,” Mr. Phim shared.

In recent years, Nghe An province has organized 139 training courses on poverty reduction communication with more than 19,400 participants. Communication products such as reports, seminars, leaflets, and billboards have been widely deployed. In particular, the poverty reduction dialogue model at the grassroots level is considered a bright spot in innovation in communication methods.
The dialogues are organized in the form of information provision combined with questions and answers, focusing on clarifying the content of national target programs on poverty reduction. Thereby, people are fully equipped with knowledge, understanding and correctly implementing the policies and guidelines of the Party and State.
Through direct dialogue, people have the opportunity to access and benefit from timely support policies, poverty reduction mechanisms and social security; at the same time, they are guided to change farming methods and organize production in a more scientific and sustainable direction. This is also a way to arouse self-reliance and promote the spirit of rising up from poverty right in each village and hamlet.


Poverty reduction dialogues are organized in the form of information provision combined with questions and answers.
In 2024 alone, Nghe An province organized 82 poverty reduction dialogues with more than 10,000 participants. Here, people were provided with and answered specific information on preferential credit, vocational training, employment, labor export, health care, education, housing, clean water, legal aid, etc. Thanks to full access to information, people gradually changed their production mindset, boldly accessing capital sources and social services. Many households have overcome their fear of borrowing capital and become more proactive in economic development.
Clear effect
When the two-level urban government model came into operation, a number of projects under the Poverty Reduction Program were transferred from the district level to the commune level. Typically, the Quy Hop commune government developed a specific plan for proactive implementation, focusing on organizing dialogues appropriate to each target group.
Thanks to support from dialogue and communication activities, the total outstanding loan balance for poor and near-poor households in Quy Hop commune reached more than 55.3 billion VND - an important resource to help people overcome difficulties, especially after consecutive storms, floods and flash floods.
“In addition to direct support projects, Project 6 of the National Target Program on Sustainable Poverty Reduction has created a clear change in people's awareness and actions, contributing to effectively implementing the goal of sustainable poverty reduction, building a foundation for local socio-economic development,” said Mr. Vy Hoang Ha, Vice Chairman of the People's Committee of Quy Hop Commune.

Nghe An increases training courses on poverty reduction communication
Despite being continuously affected by storms No. 3, 5, 10 and flooding, with a high risk of falling back into poverty, localities in Nghe An still maintain dialogue activities to promote self-reliance and help people stabilize their lives soon.
In 2025, Nghe An will continue to synchronously implement poverty reduction policies to improve living standards, increase income and limit re-poverty, especially in rural and mountainous areas. The locality aims to reduce the poverty rate by 1-1.5%, and in mountainous areas by 2-3%. To implement this, the province has allocated nearly VND500 billion, of which more than VND336 billion is regular expenditure capital, to implement 7 projects under the National Target Program on Sustainable Poverty Reduction.
Poverty reduction in Nghe An is closely linked to the construction of new rural areas, advanced new rural areas and social security policies. This approach helps improve the quality of life, supports people in accessing basic services and creates momentum for local economic growth.

In addition to training courses, people are supported with livelihoods to escape poverty.
From simple dialogues in the villages, the spirit of self-reliance and self-improvement of the people has been awakened. When the poor clearly understand the policies, know how to access resources and proactively develop the economy, then poverty reduction will be truly sustainable. The poverty reduction dialogue model therefore not only narrows the information gap but also opens the way for people to seize opportunities, gradually improve their lives and build a foundation for long-term community development.
