Establishment of the National Steering Committee on Data

Prime Minister Pham Minh Chinh signed Decision No. 2319/QD-TTg dated October 20, 2025 to establish the National Steering Committee on Data.

Accordingly, the Prime Minister decided to establish a National Steering Committee on Data consisting of the following members:

1. Prime Minister Pham Minh Chinh, Head of the Steering Committee.

2. Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Steering Committee.

3. Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee.

4. Minister of Public Security General Luong Tam Quang, Deputy Head of the Steering Committee.

5. Deputy Minister of Public Security, Senior Lieutenant General Nguyen Van Long, Deputy Head of the Steering Committee.

The National Steering Committee on Data is an inter-sectoral coordination organization with the function of researching, advising, recommending and assisting the Government, the Prime Minister, and the Head of the Steering Committee in directing and coordinating the implementation of policies, strategies, mechanisms, and national-scale solutions on data, activities of building and developing national databases and specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data at the National General Database and solving important, inter-sectoral data tasks.

The Steering Committee is responsible for researching and proposing to the Government and the Prime Minister directions and solutions to solve problems in implementing policies, strategies, mechanisms, national-scale solutions on data, activities of building and developing national databases, specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data at the National General Database and solving important, inter-sectoral data tasks.

Provide opinions on strategies, programs, mechanisms, policies, projects and proposals related to the development of national-scale data solutions under the decision-making authority of the Government and the Prime Minister.

The Steering Committee assists the Government and the Prime Minister in directing ministries, branches and localities to implement national-scale goals, tasks and solutions on data; coordinate the implementation of strategies, programs, mechanisms, policies, projects, and solutions of an inter-sectoral nature on building and developing national databases and specialized databases; integrate, synchronize, store, share, analyze, exploit and coordinate data at the National General Database.

Assist the Government and the Prime Minister in urging and inspecting the implementation of strategies, programs, mechanisms, policies, projects, and solutions of an inter-sectoral nature on the construction and development of national databases and specialized databases; integrating, synchronizing, storing, sharing, analyzing, exploiting, and coordinating data at the National General Database.

Summarize and evaluate the situation and implementation results of key tasks and solutions for data-related tasks.

Perform other tasks as required by the Government, Prime Minister, and Head of the Steering Committee.

The Ministry of Public Security acts as the standing agency of the Steering Committee; submits to the Head of the Steering Committee for approval the Operation Plan, Organization and Operation Regulations of the Steering Committee; and ensures necessary conditions for the Steering Committee's operations.

The Minister of Public Security decides to establish a Working Group for the Steering Committee. The Working Group is responsible for assisting the Steering Committee in its assigned fields.

This Decision comes into force from the date of signing and promulgation.
