In the Resolution, the Standing Committee of the National Assembly basically approved the content of Report No. 1385/BC-DGS dated August 6, 2025 of the Supervisory Delegation with the results achieved, shortcomings, limitations and causes pointed out. At the same time, it resolved on 2 main groups of tasks and solutions, including: Tasks and solutions on improving institutions, policies, laws and tasks and solutions on implementation organization.
Effectively implement 4 strategic resolutions
With the task and solutions for perfecting institutions, policies and laws, the Standing Committee of the National Assembly requires: Thoroughly grasp the Resolution of the 14th Party Congress, institutionalize and effectively organize the implementation of the 4 strategic Resolutions of the Politburo , especially the contents related to human resource development, the Party's policies on education and training development, people's health care, population and development. The Government urgently promulgates the Human Resource Development Strategy to 2030, with a vision to 2050. Ministries, branches and localities, based on the Government's orientation, develop and promulgate documents on human resource development in accordance with the reality and development requirements in the coming period.
Along with that, amend and supplement the Law on Education , the Law on Higher Education and the Law on Vocational Education. In particular, research on amending and supplementing the policy on educational autonomy; ensuring fairness in access to education; interconnectivity in the education system, student streaming; training ordering; socialization of education and training; support for learners; general education textbooks; application of artificial intelligence (AI) and science and technology; education quality assessment and a number of other policies.
Amending and supplementing the Law on Civil Servants, including studying and amending regulations on recruitment, training, fostering, planning, appointment, secondment, and evaluation of civil servants based on output products; specifying criteria for identifying and discovering talents; criteria for screening and removing from work positions those who do not have sufficient qualities, capacity, and prestige; stipulating special policies and mechanisms for recruiting, using, and promoting talents and people with outstanding abilities.
Develop a Law on Population, pay attention to policies to reduce the rate of population aging, and firmly maintain the replacement fertility level nationwide .
Develop and implement the National Target Program on modernization and improvement of education and training quality; National Target Program on health care, population and development. Urgently research and develop a new Project to replace the Project on "Developing the team of cadres, civil servants and public employees of ethnic minorities in the new period" .
Research and promulgate regulations on high-quality human resources in the direction of clearly defining the concept, criteria, and authority to determine high-quality human resources in the overall human resources (through criteria on qualifications, training results; professional skills; experience, reputation, and achievements in work).
Complete the legal corridor on developing high-quality human resources with the ability to adapt flexibly, serving Vietnam's advantageous industries, priority industries, and industries lacking human resources, especially the mechanism for mobilizing investment resources and contributing to training and developing high-quality human resources.
Research and amend regulations on foreign labor management, work permit issuance procedures, conditions and procedures for foreign experts and technical workers working in Vietnam. Direct the development of policies to narrow the gender gap in access to technology and the digital economy.
Assign a state management agency to manage human resources development.
Regarding the group of tasks and solutions on implementation organization, the Standing Committee of the National Assembly requests: Effectively implement the National Planning, Regional Planning, specialized technical planning, issued programs and projects on human resource development. ; Allocate sufficient funds to implement on schedule and ensure quality. Effectively use state budget resources, especially funds from national target programs, approved programs, projects and schemes for contents and projects related to human resource development.

The Government assigns an agency to preside over state management of human resource development in both the public and non-public sectors, responsible for monitoring, forecasting, developing strategies for national human resource development and supervising and evaluating implementation results; preside over the development of a human resource database, select key areas to develop policies for high-quality human resource development; direct agencies to implement strong communication programs and raise social awareness of human resource development.
Regarding implementation, the Standing Committee of the National Assembly requested that in 2025, the Government issue a plan to implement the Resolution for the 2026-2030 period, clearly identifying the presiding agency, coordinating agency, roadmap, progress and funding to ensure the implementation of the tasks. Based on the Government's plan, ministries, branches and localities develop specific programs and plans to ensure synchronous, timely and comprehensive implementation of the tasks and solutions specified in Article 2 of the Resolution and the solutions and recommendations stated in Report No. 1385/BC-DGS dated August 6, 2025 of the Supervisory Delegation. The Government sends the plan to the Standing Committee of the National Assembly and the agencies of the National Assembly for supervision. Every year, the Government synthesizes the implementation results and reports to the National Assembly.
