
This Decree, which was drafted by the Ministry of Finance , is one of eight decrees assigned by the Steering Committee for the International Financial Center in Vietnam to ministries and branches to draft to implement Resolution No. 222/2025/QH15 of the National Assembly. In particular, the Ministry of Finance presides over the drafting of two decrees, the State Bank of Vietnam, the Ministry of Industry and Trade, the Ministry of Home Affairs, the Ministry of Agriculture and Environment, the Ministry of Justice, and the Ministry of Public Security each draft one decree.
Deputy Minister of Finance Nguyen Thi Bich Ngoc said that, implementing the provisions of the Law on Promulgation of Legal Documents and related guiding documents, the Ministry of Finance has sent documents to solicit opinions from ministries, branches and 2 localities (Ho Chi Minh City, Da Nang) on the draft Decree. At the same time, the Ministry of Finance has sent documents to the Ministry of Justice to request appraisal opinions on the proposal to develop the Decree; organized meetings and seminars to solicit additional opinions and complete the draft Decree dossier.
Based on the appraisal opinions of the Ministry of Justice and relevant units, the Ministry of Finance has supplemented, revised and completed the draft Decree dossier, submitted to the Government in Submission No. 722/TTr-BTC dated October 13, 2025.
At the meeting, leaders of ministries, branches and 2 localities gave their opinions on the contents of the draft Decree, especially the content of the Ministry of Finance asking for the Government's opinions regarding the proposed options on the legal status of the executive agency and the supervisory agency of the International Financial Center.
Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung said that during the process of ministries and branches drafting the decrees, the City's Working Group participated in giving opinions and completing the drafts. After having enough drafts of 8 decrees, Ho Chi Minh City and Da Nang will organize sessions to listen to experts' opinions.
Mr. Dung emphasized that the selection of the model of the International Financial Center must be such that investors are interested, "so that they come and play with us". The general model must have control and management at the central level, the Government, and the Prime Minister decides on the process of organizing the "playground" of the financial center. He also proposed the establishment of an executive agency and a supervisory agency.
Concluding the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of Finance to absorb the opinions at the meeting and continue to seek opinions from experts, especially international experts, to supplement and complete the draft Decree. The Deputy Prime Minister emphasized that the most important issue is the organizational model of the International Financial Center, which must be consulted with international opinions. The Deputy Prime Minister also gave specific opinions on the proposed plans on the supervisory agency, the executive agency, and the dispute resolution agency in the International Financial Center in Vietnam, clearly analyzing the functions, tasks, advantages and limitations of each plan proposed by the Ministry of Finance.
In addition, Deputy Prime Minister Nguyen Hoa Binh requested ministries and branches, especially Ho Chi Minh City and Da Nang, to continue to comment on other contents of all 8 decrees. The Ministry of Finance and relevant ministries and branches will receive reasonable comments from participating agencies. Ho Chi Minh City will carefully draft the operating regulations of the International Financial Center, seek comments from Da Nang City, the Ministry of Finance and the Ministry of Justice, and complete them for submission to the Government for promulgation.
