More than 2.13 million records for public services on birth, death and permanent residence registration

To date, more than 2.13 million records for the public service of birth registration - permanent residence registration - health insurance card issuance for children under 6 years old and death registration - permanent residence cancellation - burial and death benefits settlement have been processed through the system.

Information on the implementation results of the Government's Project 06 in October 2025 of Vietnam Social Security said that, in order to ensure the acceleration of data synchronization according to the provisions of the Law on Identification, this agency has prioritized transferring all health insurance card information data to the Department of Administrative Police for Social Order (C06) - Ministry of Public Security . Currently, Vietnam Social Security has transferred health insurance card information data of nearly 88 million health insurance participants to C06.

Along with that, Vietnam Social Security has coordinated with the Department of Information Technology and Digital Transformation to complete the installation and configuration of data transmission lines; at the same time, continue to coordinate with C06 to test the tool to synchronize information on health insurance cards and social insurance books according to the Law on Identification to soon deploy in the official environment.

This synchronization helps people to use chip-embedded citizen identification cards to carry out: health insurance examination and treatment procedures; look up and monitor the process of participating in and enjoying health insurance and social insurance policies.

Regarding the connection and sharing of data between the National Population Database and the National Insurance Database, to date, the Vietnam Social Security system has successfully authenticated more than 100.2 million citizen information in the database managed by the Vietnam Social Security with the National Population Database. Of which, about 90.4 million people are participating and enjoying social insurance, health insurance, and unemployment insurance, reaching 99.4% of the total number of participants (excluding armed forces and military relatives).

Regarding the implementation of health insurance examination and treatment using chip-embedded citizen identification cards, 100% of health insurance examination and treatment facilities nationwide have looked up health insurance card information via personal identification numbers/chip-embedded citizen identification cards, with more than 288 million successful lookups serving health insurance examination and treatment procedures.

Currently, when people go for medical examination and treatment with health insurance cards, they only need to bring their citizen identification card, the system automatically confirms information, helping to shorten the time for procedures, reduce errors, and increase accuracy and transparency in the management of the Health Insurance Examination and Treatment Fund.

In addition, more than 459 million medical examination and treatment data have been sent by medical facilities to the Vietnam Social Security system, of which nearly 200 million successful searches of health examination records, referral papers, and re-examination appointment papers have been linked to the National Population Database for integration into the VNeID application.

Regarding the implementation of integration and provision of online public services. With the public service of birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old and death registration - cancellation of permanent residence registration - settlement of burial fees and death benefits, up to now, the entire system has processed more than 2.13 million records. Of which, 2,117,652 records were issued for health insurance cards for children under 6 years old; 20,499 records were settled for burial fees; and 715 records were settled for death benefits.

The Vietnam Social Security system has received and processed 24,464 transactions of registration and payment of voluntary social insurance; 100,435 cases of registration, payment, card issuance and renewal of health insurance cards; 469 files of public services for settlement of one-time social insurance benefits (belonging to the group applying pilot digital signature authentication integrated in the application on mobile devices to serve the provision of online public services).

In addition, Vietnam Social Security has completed the integration of the public service group "Resolving sickness, maternity, and health recovery benefits" on the National Public Service Portal. It has currently received 548,720 records of this public service group. Of which, 410,389 records are for sickness benefits; 103,579 records are for maternity benefits; and 34,752 records are for health recovery benefits.

Despite many positive results, the report of Vietnam Social Security also shows that there are still 8,267 health insurance examination and treatment facilities (accounting for about 70% of the total number of facilities) that have not yet implemented digital signature or have not fully implemented digital signature as prescribed in Decision No. 69/QD-TTg dated January 10, 2025. This makes it impossible to process some files completely online.

Recently, Vietnam Social Security also issued a Plan to implement breakthroughs in science and technology development, innovation, digital transformation and deploy Project 06.

The plan aims to promote digital transformation, application of science and technology and innovation in management, service provision and operation of the social insurance system, towards best ensuring the rights of participants and beneficiaries of social insurance, health insurance and unemployment insurance, while enhancing the operational efficiency of the Vietnam Social Insurance system.

To achieve the set goals, Vietnam Social Security requires its affiliated units and social security agencies of provinces and cities to focus on implementing the following 7 groups of tasks and solutions.

In particular, a content of interest is the platforms and applications serving people, businesses and the operations of the Vietnam Social Security system. Specifically, upgrading and completing the connection between the Vietnam Social Security Information System and the Ministry of Finance's Administrative Procedure Information System, the National Public Service Portal according to the provisions of Decree No. 118/2025/ND-CP; upgrading and expanding the software to meet the implementation of the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, the Government's Decrees and professional and management requirements; promoting the digitization of records and results of administrative procedure settlement; integrating and providing 100% of the entire online public services of Vietnam Social Security on the National Public Service Portal, gradually integrating on the VNeID application; testing the architectural conversion of professional software on the cloud computing platform;...
