By the end of 2025: Attract more than 2.9 million people to participate in voluntary social insurance

Vietnam Social Security aims to strive to complete and exceed targets for developing social insurance participants by December 31, 2025.

Vietnam Social Security issued Official Dispatch No. 2440/BHXH-TCCB on launching a sprint emulation movement in collecting and developing social insurance and health insurance participants in 2025.

This agency emphasized that in the first 8 months of 2025, the world situation had difficulties in trade, military conflicts, and political instability in a number of countries and regions; domestically, the entire political system implemented Resolution No. 18-NQ/TW and rearranged administrative units operating according to the 2-level local government model... which had a direct and great impact on the collection and development of social insurance and health insurance participants.

Overcoming the above initial difficulties, all officials and employees of the Vietnam Social Security system have proactively and flexibly implemented synchronous tasks. Therefore, the work of collecting and developing participants in the first 8 months of the year has achieved positive results, contributing to stabilizing people's lives, stabilizing social security and promoting the country's socio-economic development.

However, compared to the assigned targets and plans, the results achieved are still very low (compulsory social insurance reached 93.6%, voluntary social insurance reached 64%, health insurance reached 94.2%), the amount of late payment increased in both the group of labor-using units and the State budget.

To complete and exceed the assigned plan targets, the Director of Vietnam Social Security launched a sprint emulation movement in collecting, reducing late payment fees and developing social insurance, unemployment insurance and health insurance participants in the last months of the year.

The competition period is from September 30 to December 31, 2025, divided into three monthly phases, with specific goals.

First of all is the target on the number of people participating in compulsory social insurance, voluntary social insurance, and health insurance.

By December 31, 2025, strive to:

The number of people participating in compulsory social insurance reached 17,515,946 people; the number of people participating in health insurance reached 96,505,880 people (excluding armed forces); the number of people participating in voluntary social insurance reached 2,947,418 people.

By November 30, 2025, strive to have the number of participants reach 91% or more of the number of people required to develop in the year: compulsory social insurance reaches 17,449,773 people, health insurance reaches 96,324,472 people (excluding armed forces); voluntary social insurance reaches 2,890,152 people.

By December 31, 2025, strive to complete and exceed targets for developing social insurance and health insurance participants. Specifically: the number of compulsory social insurance participants will reach 17,515,946 people; the number of health insurance participants will reach 96,505,880 people (excluding the armed forces); the number of voluntary social insurance participants will reach 2,947,418 people.

With the target of social insurance, unemployment insurance, and health insurance revenue, the total social insurance, unemployment insurance, and health insurance revenue exceeds the target assigned by the Prime Minister in Decision No. 2002/QD-TTg dated September 11, 2025 on the allocation of estimates for revenue and expenditure of social insurance, unemployment insurance, and health insurance; and expenditure for organization and operation of social insurance, unemployment insurance, and health insurance in 2025.

Regarding the index of late payment of social insurance, unemployment insurance, and health insurance, the rate of late payment of social insurance, unemployment insurance, and health insurance is not higher than 2.55%.

Continue to promote the implementation of the patriotic emulation movement of Vietnam Social Security for the period 2025-2030 in Official Dispatch No. 1559/BHXH-TCCB dated July 11, 2025 of Vietnam Social Security with the theme "Solidarity, discipline, innovation, creativity, professionalism, efficiency, development towards the satisfaction of people and businesses" and the patriotic emulation movement in 2025 in Official Dispatch No. 620/BHHH-TCCB dated April 28, 2025 of Vietnam Social Security with the theme: "Solidarity, discipline, responsibility, creativity, efficiency, sustainable development of social insurance and health insurance entering a new era", in which the forces are determined to excellently complete the following tasks:

Emulate and promote the spirit of solidarity, proactiveness, creativity, and organization to implement tasks to complete and exceed targets assigned by the Prime Minister and Vietnam Social Security on the collection and development of social insurance, unemployment insurance, and health insurance participants in 2025 according to the directions and instructions of Vietnam Social Security.

Compete to synchronously, effectively and drastically deploy the 3 solutions to develop participants in social insurance, unemployment insurance and health insurance; urge collection and reduce late payment of social insurance, unemployment insurance and health insurance, and complete the monthly target of developing participants in social insurance, health insurance and unemployment insurance.

Compete to exploit and develop participants in social insurance and compulsory health insurance, focusing on new participants according to the provisions of the Law on Social Insurance: (1) Business household owners who pay taxes according to the declaration method, (2) Business managers and cooperative managers who do not receive salaries, (3) Regular militia, (4) Non-professional cadres at commune, village and residential group levels: Provincial and municipal social insurance and grassroots social insurance immediately implement the development of participants in social insurance and compulsory health insurance according to the instructions in Official Dispatch No. 1584/BHXH-QLT dated July 15, 2025 of Vietnam Social Insurance.

At the same time, strive to complete the assigned health insurance targets, focusing on the following groups of subjects: (1) People receiving monthly social pension benefits, (2) People participating in family health insurance, (3) Students, (4) Agricultural, forestry, fishery and salt-making households with average living standards.
