Party cells under BSR Party Committee deploy new spirit of action: "Talk less - Think more - Do more - Fast speed - High efficiency"

In order to continue to innovate and improve the quality of Party cell activities in the new period, from the beginning of October 2025, the Party cells/committees under the Party Committee of Binh Son Refining and Petrochemical Joint Stock Company (BSR) simultaneously organized the regular Party cell activities in October in a serious spirit, closely following the direction of the Party Committee of Vietnam National Energy Industry Group and BSR Party Committee, associated with evaluating the work situation in the previous month and deploying tasks for the following month.

With serious preparation of the content of Party cell activities, Party cells and Party committees of units under the BSR Party Committee have organized regular Party cell activities in accordance with Party regulations; built a program of regular Party cell/Party committee activities according to assigned political tasks to evaluate, exchange, discuss, and propose solutions to organize and successfully implement the spirit of the Resolution of the Party Congresses at all levels for the 2025-2027 and 2025-2030 terms with a spirit of high determination and great action in all aspects of work.

BSR Party cells deploy new spirit of action: — *BSR Party cells organized activities in October 2025 in a serious and responsible atmosphere.*

Regular monthly Party cell activities according to Party regulations are a place to educate and foster revolutionary ideals, train political qualities, ethics, and lifestyles for Party members, and a place to implement the Party's policies and resolutions into concrete and practical actions in each field of work and real life; a bridge between the Party and cadres and Party members in the Party cell, and to grasp the thoughts and aspirations of the masses.

The BSR Party Committee thoroughly grasps that each Party Committee, Party organization and Party member must identify Party cell meetings and Party activities as important meetings, strictly implement the Party activity regime according to the Party Charter, ensure the duration of Party cell and Party Committee meetings; maintain Party cell meeting routines, and unify Party cell meetings for the entire Party on the 3rd of every month (if it is a day off or in special cases, the meeting is held in the first week of the month); absolutely do not combine Party cell meetings with other meetings. Party Committees, Party organizations, cadres and Party members must deeply understand the meaning and importance of Party cell meetings, considering this a political command.

Determining the direction of the Party Committees at all levels, in this October's Party cell meetings, the Party cells and departmental Party Committees have gradually and comprehensively innovated the content and form of Party cell meetings and departmental Party Committee meetings in a practical and effective manner, in accordance with the regulations and instructions of the superior Party Committees, suitable for each type of Party organization under the BSR Party Committee, including: Grassroots Party Cells, Departmental Party Committees and affiliated Party Cells.

During the activities of the Party cell and the Party Committee of the unit, the content of the activities is exchanged by all Party members, contributing ideas to build the Party and build the unit with the spirit of listening, being open-minded, and united towards the common goal of building the Party and building the Organization; discussing thoroughly, deeply, and solving tasks in accordance with the functions and tasks of the Party cell. Through the activities of the Party cell, the thoughts of cadres and Party members are promptly grasped as well as helping Party organizations at all levels promptly detect and solve difficulties, obstacles, new problems, and complex problems arising from grassroots practices.

Through monitoring and evaluation by the Advisory Boards and the assistance of the BSR Party Committee, the quality of Party cell and departmental Party committee activities has been significantly improved. Party cell and departmental Party committee activities strictly implement the Party's principles, especially the principles of democratic centralism, self-criticism and criticism; strictly adhere to the principles of collective leadership and individual responsibility in issuing resolutions and assigning tasks to Party members; thoroughly overcome the situation of apathy and loss of fighting spirit in Party cell activities.

At this October Party cell meeting, Party cells and Party committees of departments have seriously implemented the principle of democratic centralism, ensuring leadership, education and combat in Party cell meetings in disseminating the guiding viewpoints of the Party Committee at higher levels.

One of the key contents that the Party cells focused on thoroughly implementing was the implementation of Official Dispatch No. 42-CV/BTGDV of the Party Committee of the Vietnam National Energy Industry Group. Accordingly, Party members were propagandized, studied and discussed important contents: Message of the Party Secretary, Chairman of the Board of Directors of the Group; important speech of General Secretary To Lam at the 50th Anniversary of the Group's founding; Commemorative speech of Comrade Le Manh Hung, Member of the Party Committee, Political Commissar, Party Secretary, Chairman of the Board of Directors of the Group, along with a video summary of the 50th Anniversary of Petrovietnam's founding. In addition, the Party cells and Party committees of the departments also promoted propaganda about the 80th anniversary of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026), thereby contributing to educating traditions and raising political awareness for cadres and Party members in the entire BSR Party Committee.

In particular, from the directions and tasks assigned by General Secretary To Lam at the 50th Anniversary of the Group's establishment, the Party Committee of the Vietnam National Energy Industry Group has quickly deployed and put into practice the Message of the Party Secretary, Chairman of the Board of Directors of Petrovietnam Le Manh Hung, edited by the Propaganda and Mass Mobilization Committee of the Group's Party Committee and emphasized at the October Party cell meeting this time, which is: "Talk less - Think more - Do more - Fast speed - High efficiency". The message has a profound guiding meaning, affirming the determination to act of the entire Party Committee, all cadres and party members of Petrovietnam in general and the BSR Party Committee in particular in the era of national development.

The message “Speak less, think more, do more, fast speed, high efficiency” contains a modern management philosophy. “Speak less” emphasizes substance, avoiding formality and empty slogans. “Think more” is careful preparation, strategic thinking, long-term calculation. “Do more” demonstrates decisive action, taking actual results as a measure. “Fast speed” affirms the ability to deploy and seize opportunities in the context of global competition. “High efficiency” is the final destination, because every action is only meaningful when it brings practical value to the country, businesses and workers.

This is an innovative demonstration of the leadership style of "speaking by doing", taking efficiency as the standard, encouraging innovation and responsibility of each officer, engineer and worker in the National Industry and Energy sector.

The message “Speak less, think more, do more, fast speed, high efficiency” is the concretization of leadership qualities - dare to think differently, do things for real, act quickly and aim for practical results, both closely following the Party's direction and meeting the country's sustainable development requirements in the context of global energy transition.

If we can synchronize our strategic vision, policy mechanisms, human resources and technology, we can completely turn this action motto into a vivid reality. And at that time, as the speech of the Party Secretary, Chairman of the Board of Directors of Petrovietnam Le Manh Hung at the 50th Anniversary of Petrovietnam's establishment affirmed: "Entering a new era, along with the development of the country, despite many difficulties, Petrovietnam is determined to implement the strategic goals set in the Resolution of the 4th Party Congress, striving to be one of the 500 largest enterprises in the world by 2030, developing strongly and sustainably. Innovating and modernizing the management system in sync with the model of the National Industry - Energy Group; focusing on developing science, technology, innovation, especially 10 strategic technologies, 32 key products with the target of 25% revenue from science and technology; managing talents, preparing high-quality human resources for the future; developing National Ecological Energy Industry Centers; strengthening cooperation, investment, export and international business, striving for international revenue Economic growth accounts for 30%; raising corporate culture in line with the new mission and vision through human and knowledge development of Petrovietnam".

Regarding the leadership of production and business tasks, the Party cells and Party committees of the units have transformed the Party's policies and resolutions into actions in production and business, closely linking Party work with political tasks and the characteristics of each unit. The Party cells and Party committees of the units have reviewed and evaluated the work in the first 9 months of 2025, analyzed the results achieved, identified shortcomings and limitations, and at the same time set out tasks and implementation plans for October. This review contributes to creating unity in the awareness and actions of all Party members, strengthening the belief and determination to successfully carry out the political tasks of the unit.

Also at the October Party cell and department party committee meetings, the Party cells and department party committees called on all Party members to actively participate in the 10th National Press Award on Party building in 2025, considering this an important political task to foster revolutionary ideals, spread and improve the quality of Party building work in the new situation.

Along with the propaganda work, thoroughly grasping the resolutions and directives, in October 2025, the Party cells will carry out a number of specific tasks: Organizing the awarding of Decisions to recognize official Party members and probationary Party members; Party cells and Party committees of departments will plan to implement social security programs in the highland communes of Quang Ngai province on the occasion of the 2025 Mid-Autumn Festival. These are practical activities, contributing to enhancing the role and responsibility of all Party members in participating in fulfilling their responsibilities to the community and society.

With a high sense of responsibility, the Party cell meetings in October 2025 took place effectively, practically, in the right direction, with a focus, profound and practical messages, thereby raising political awareness, continuing to foster the spirit and will of each cadre and party member, creating a vibrant emulation atmosphere in the entire Party Committee, encouraging cadres and party members to promote the pioneering spirit, exemplary, solidarity, creativity, determination to successfully complete political tasks, resolutions of Party Congresses at all levels, contributing to building the Party Committee of Binh Son Refining and Petrochemical Joint Stock Company to develop more and more sustainably with the motto "Innovative Energy - Aspiration to Reach", making a worthy contribution to the growth of the Party Committee of Vietnam National Energy - Industry Group.
