The General Staff of the Vietnam People's Army has just issued Official Dispatch No. 5711/CĐ-TM requesting military agencies and units to strictly maintain the duty regime, proactively monitor and closely track the developments of Typhoon No. 11 and floods; implement preventive measures to ensure the safety of barracks, warehouses, and construction sites; and prepare forces and means to be ready to respond promptly and effectively when situations arise...

The General Staff requested the Border Guard Command to direct the border guard commands of coastal provinces and cities from Quang Ninh to Ninh Binh to continue reviewing and counting ships and vessels operating at sea and to use all means to inform ships and vessels still operating at sea about the storm's developments; guide them to move out of and avoid entering areas at risk of being affected by the storm; call on and guide ships and vessels to safe shelters; guide and support people in implementing necessary measures to ensure the safety of ships at anchorage (preventing sinking at shelters). The Vietnam Navy and Coast Guard directed their subordinate agencies and units to implement safety measures; and to have forces and means ready for search and rescue operations when situations occur at sea and on islands.

Telegram No. 5711/CĐ-TM requests the Air Defense - Air Force Command and the 18th Army Corps to review and revise plans, organize forces and equipment, and be ready to conduct search and rescue flights when ordered. The 12th Army Corps, the Hanoi Capital Command, the Artillery - Missile Command, and other corps and branches are to review and supplement plans and strategies to suit the actual situation, ensuring the safety of the forces performing the mission, and to have forces and equipment ready to participate in search and rescue operations when requested by local authorities.

Military Region 3, in coordination with Viettel Group, established a Forward Command Post and all other necessary support measures to assist the Government and the Prime Minister in directing and managing the response to Typhoon No. 11. Viettel Group, in coordination with Military Region 3 and relevant agencies, ensured the transmission lines and other necessary conditions for the Government and the Prime Minister to hold online meetings with localities to support the direction, management, and response to Typhoon No. 11; and was ready to deploy forces and equipment (flycams) to coordinate with military regions and support localities in surveying vulnerable areas to promptly detect cracks, areas at risk of landslides, flash floods, and areas that are cut off or isolated, in order to provide early warning and conduct search and rescue operations.
