According to the representative of the Co To special zone government, by noon on October 5, the authorities had called on 544 vehicles to take shelter in safe places. The local government also directed relevant units to prepare full response plans and rescue vehicles, ensuring readiness to handle any bad situations that may arise.
100% of the establishments where tourists are staying have grasped the situation of storm No. 11, and informed tourists so that they can proactively plan their travel to the mainland. Currently, there are 124 tourists on Co To Island, including 11 foreigners.

The special zone has 52 houses at risk of being unsafe (old, weak, with corrugated iron roofs) that have been supported with reinforcement with steel wire, ropes and sandbags; 12 villages and zones have had evacuation plans according to specific instructions and requirements according to the storm's developments.


Since the evening of October 4, the Co To Border Guard Station has been firing storm warning flares, while also intensifying propaganda activities, calling on fishermen and boat owners to move to safe shelters. The authorities regularly provide information on the location, direction and intensity of the storm, instructing people to secure their houses and anchor their boats properly.
