From September to December 2025, the hospital needs to be granted an additional 4.4 billion VND to pay salaries.
Ca Mau Tuberculosis and Lung Disease Hospital has a scale of 100 beds. In early 2025, the annual budget per bed is 2.4 billion VND, only enough to pay staff salaries from January to March 2025.
In the following months, the hospital had to manage with revenue from hospital fees and health insurance advances, but because revenue from medical examination and treatment was still low, it could not cover salary payments.
Not only is there a shortage of funds to pay salaries, by the end of August 2025, the hospital also owes over 2.2 billion VND in medicine bills.
According to the Ca Mau Department of Health, this situation is not only happening at the Tuberculosis and Lung Disease Hospital but also at many other medical facilities in the province. The main reason is the problem of settling medical examination and treatment costs under health insurance exceeding the payment limit for the years 2020 and 2023, which has not yet been resolved.
Social insurance has only advanced about 80%, while the settlement of quarterly and annual expenses is very slow and untimely.
In addition, the revenue from medical examination and treatment at many hospitals and medical centers is still low, while the budget is based on the number of hospital beds. Revenue is not enough to cover expenses, causing difficulties for units, leading to unpaid wages and debts to drug suppliers.
