Many parents said they paid for their children's health insurance at the beginning of the school year and wondered whether this money would be refunded according to the resolution just passed by the Ho Chi Minh City People's Council.
Besides, there is also the question "Does this policy of supporting 100% of health insurance premiums apply to all students, or only to students with permanent residence in Ho Chi Minh City?".
Mr. Nguyen Quoc Thanh, Deputy Director of Ho Chi Minh City Social Insurance, said that according to the recently passed resolution, when a student's current health insurance card expires, the city budget will pay to issue a new card.
Ho Chi Minh City Social Insurance has not received any money or list from schools related to student health insurance in 2026.
Therefore, regarding the refund or handling of previous school fees (if any), parents are requested to contact the school for resolution.
Mr. Thanh further explained that the current health insurance cards for students are valid until the end of 2025. From January 1, 2026, when schools make a list of students participating in health insurance, the central and city budgets will pay 100% of the contribution according to the resolution.
According to Mr. Thanh, the resolution stipulates that all students studying at educational institutions in Ho Chi Minh City are eligible for this support policy.
Ms. Hua Thi Diem Tram, Principal of Ha Huy Tap Secondary School (Gia Dinh Ward, Ho Chi Minh City), said that she had just received information that Ho Chi Minh City would support 100% of the health insurance premium for students. According to Ms. Tram, this is good news for parents, students and the school.
Previously, the school had distributed health insurance receipts for 2026 to students to send to their parents. For parents who have not paid, the school requested that they do not pay anymore because this collection is intended to pay for health insurance for students from January 1, 2026, when the support policy comes into effect.
For parents who have paid via the app, the school will make a list and refund in full, with the parents' signature to ensure proper procedures and transparency.
