In particular, the highlight recorded in Article 23 is that teachers' salaries are ranked highest in the administrative career salary scale system.
In addition, the Law on Teachers also pays special attention to preschool teachers, teachers in disadvantaged areas and those who teach children with disabilities. In particular, the regulation allowing preschool teachers to retire 5 years earlier is a very humane proof. These policies not only improve the lives and career motivation of the teaching staff, but also contribute to attracting and retaining quality human resources, affirming the position, value and pride of the teaching profession in today's life.
In Ha Tinh , thousands of teachers from the lowlands to the mountains expressed their excitement because after many years of dedication, the attention of the State and society has become clearer and more specific with practical policies. Ms. Le Thi Kieu Anh - teacher at Thien Loc Kindergarten (Can Loc commune) said: "Information about salary policy has brought joy to millions of teachers, especially young teachers like us. With the Law on Teachers in effect and new policies, teachers will be more secure to focus on their expertise, spending more time on innovation and creativity at work."

Along with the salary reform policy, the education sector pays special attention to improving the professional capacity, expertise and political courage of the teaching staff. On that basis, each school year, teachers in Ha Tinh have access to and thoroughly grasp many policies of the Party, legal policies of the State, and directive documents of the Ministry of Education and Training and the Provincial People's Committee. Along with the orientation of the sector, schools have also organized a series of professional training topics, updated knowledge, practiced skills and improved teaching effectiveness such as training on the use of AI, scientific and technological innovation, innovative teaching methods...
Training and development work does not stop at “having degrees and certificates”, but aims to improve practical pedagogical capacity, helping teachers confidently inspire and develop students’ abilities. In particular, recently, training courses on applying artificial intelligence in teaching have helped me save a significant amount of time preparing lectures, while opening up many opportunities to experiment with more creative, flexible and effective teaching methods."
The attention of the Party, State and province to the staff and teachers does not stop at general policies, but is also clearly shown through practical and humane actions for teachers in difficult, remote and isolated areas. That is the implementation of building schools in border areas. Accordingly, together with the whole country, Ha Tinh has started 2 projects including: Son Kim 1 Inter-level Boarding School and Huong Khe Inter-level Boarding School with a total investment of nearly 300 billion VND.

The remaining 5 school projects are expected to be implemented in 2026 with a total investment of more than 440 billion VND, in the communes of Son Kim 2, Son Hong, Vu Quang, Huong Xuan, and Huong Binh. At the same time, public housing projects are also being invested in, built, and upgraded, helping teachers feel secure in their work, thereby contributing to improving the quality of education. According to preliminary data from the education sector, in recent years, with efforts to mobilize resources, Ha Tinh has connected and called for tens of billions of VND to build public housing for teachers. Those solid, warm houses are not only a material support but also a valuable source of spiritual encouragement, helping teachers firmly stick with students in the highlands.
Mr. Duong Ba Phuong - Principal of Huong Trach Primary School (Phuc Trach Commune) said: "From the appeal of the education sector and local authorities, at the end of 2024, the school was supported with a budget of 3.3 billion VND to build new and renovate and upgrade official housing for teachers. It is expected that by the end of this year, the project will be completed and put into use. This is not only a project to help teachers settle down, but also a humane policy, demonstrating the responsibility of local authorities to those who are staying at school and class day and night in this difficult area."

With practical policies and attention from the Party, the State, and all levels, sectors and localities, the position and role of teachers are increasingly affirmed. Material and spiritual support has motivated teachers to stick with and confidently devote themselves to their careers. That is a worthy recognition for those who day and night light up knowledge, cultivate personality and nurture the future of the young generation, while contributing to preserving and promoting the tradition of respecting teachers of Ha Tinh land.
