Loc Ha aims for a "dual" goal when implementing the Poverty Reduction Program

(Baohatinh.vn) - Loc Ha Commune (Ha Tinh) focuses on implementing the Poverty Reduction Program to both "support" disadvantaged groups and improve the quality of criteria in new rural construction.

Help the poor "settle down and make a living"

Thanks to the "support" from the Poverty Reduction Program, Ms. Nguyen Thi Linh (Yen Dinh village) escaped poverty and successfully built a medium-scale livestock model.

With a low starting point, income based on only a few fields, and having to raise 5 children to go to school, Ms. Nguyen Thi Linh's family in Yen Dinh village (Loc Ha commune) used to be a poor household. Thanks to the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025 (abbreviated as the Poverty Reduction Program) supporting cows for breeding, preferential loans, and attention from local authorities, by the end of 2023 they had escaped poverty.

Ms. Linh excitedly said: “Thanks to absorbing well the poverty reduction policy and thoroughly grasping the core goals in the new rural construction program, we have gradually formed an effective livestock model with 5-7 cows, 20-25 goats, nearly 100 chickens/batch, 10-30 pigs/batch... In addition to being self-sufficient in food, livestock farming has brought the family an income of about 120 million VND/year, enough to raise children to study, cover living expenses and confidently move towards a better life."

Taking care of livestock is the decisive factor for Ms. Linh to have an effective economic model according to NTM standards.

Along with livelihood support, the old localities of Loc Ha commune (Loc Ha town, Thach Kim, Thinh Loc, Binh An) have focused on implementing the Poverty Reduction Program well by mobilizing socialization, calling on kind-hearted people to help build solid houses for vulnerable groups. Thereby, helping the poor, near-poor, and those in difficult circumstances to "settle down", minimize the impact of natural disasters, floods and have favorable conditions to "settle down".

Ms. Vo Thi Thuyen in Quang Trung village was moved: “A year and a half ago, my family received support of 70 million VND to build a solid house of 120 square meters ^, worth 250 million VND. Since moving into the new house, we have been very excited, working with peace of mind, now we have escaped poverty and no longer worry about dangerous rain and wind, cramped living conditions. Especially, the two recent big storms have helped us clearly feel the value and meaning of the house.”

Mrs. Vo Thi Thuyen's solid house was made from socialized resources of the Poverty Reduction Program.

To "support" the poor, Loc Ha commune has promptly and effectively implemented the Poverty Reduction Program, focusing on supporting breeding cows and chickens, training in science and technology and mobilizing social resources to build and repair houses. Accordingly, in the past 4 years, this program has supported nearly 1.6 billion VND to support livestock and mobilized 19.1 billion VND to renovate and repair 286 houses for disadvantaged people; currently preparing to build 45 more houses.

Contribute to the implementation of NTM criteria

The milling model combined with rice and animal feed business has helped Ms. Nguyen Thi Thanh in Xuan Trieu village escape poverty. Now she is doing well in business, creating jobs for 2-3 local workers.

Realizing the role, significance and importance of the Poverty Reduction Program for ensuring social security and building new rural areas in the area, Loc Ha commune has regularly paid attention and participated resolutely and synchronously. Each content, plan, sub-project and component of the poverty reduction program has been interwoven and integrated with upgrading new rural criteria.

Ms. Phan Thi Huong - officer in charge of NTM (Economic Department, Loc Ha commune) said: In the process of supporting livelihood models, we always combine and closely link the training of science and technology of the Poverty Reduction Program with improving income criteria (criterion 10), reducing multidimensional poverty (criterion 11), developing OCOP products, organizing production and developing rural economy (criterion 13), building model gardens... Thereby creating synchronization and improving the effectiveness of implementing 2 national target programs in the area.

Renovating mixed gardens and forming a garden economic mindset has helped dozens of poor and near-poor households in Loc Ha earn an income of 100,000 - 150,000 VND/day.

“The disadvantaged groups who benefit from timely policies in the Poverty Reduction Program are important factors in reducing the rate of poor households to 3.4%, near-poor households to 3.8%, raising the average income to 57 million VND/person/year, raising the rate of trained workers to 83%, forming 9 OCOP products that meet 3-star standards... This is also the driving force and foundation for the locality to move towards building a modern new-style rural commune as well as doing a good job of ensuring social security, not leaving the poor behind", Ms. Phan Thi Huong shared more.

Through implementation, it has also been shown that mobilizing social resources according to the Poverty Reduction Program has also contributed to creating more resources to gradually improve and enhance the quality of residential housing criteria (criterion 9), model residential areas (criterion 20) and build an increasingly prosperous and spacious rural appearance. The newly built solid houses not only help poor, near-poor, and newly escaped-poverty households to reduce difficulties and "settle down and work", but also help Loc Ha commune gradually standardize housing in the direction of "3 hard", bringing the rate of households with housing that meets the standards of the Ministry of Construction to over 92%...

Successful implementation of the poverty reduction program has helped Loc Ha do well in ensuring social security and building an increasingly rich, modern and prosperous rural landscape.

Vice Chairman of Loc Ha Commune People's Committee Tran Phi Long said: "In implementing the Poverty Reduction Program, the Party Committee and the Commune People's Committee have paid attention to leading and directing the synchronous implementation of solutions: propaganda, livelihood support, preferential loans, vocational training, job introduction... to create opportunities for people to escape poverty sustainably. In the process of organizing and implementing the contents, tasks, and sub-projects of the Poverty Reduction Program, we have integrated them well with the general poverty reduction policy and the new rural construction in the area. Thereby, creating interaction and mutual support to bring higher efficiency and spread more meaningfully."
