New regulations on mandatory data connection and sharing

The Government has just issued Decree No. 278/2025/ND-CP dated October 22, 2025, regulating the mandatory connection and sharing of data between agencies of the political system.

The Decree consists of 5 chapters and 25 articles regulating mandatory data sharing and connection activities between agencies in the political system from central to local levels and ensuring the ability to connect and share data; national data architecture framework, national data governance and management framework, and shared data dictionary.

This Decree applies to ministries, ministerial-level agencies, government agencies, central agencies of political organizations, the Supreme People's Procuracy, the Supreme People's Court , the State Audit, the Office of the President, the Office of the National Assembly, central agencies of the Vietnam Fatherland Front, People's Committees at all levels (hereinafter referred to as ministries, central agencies, and localities), agencies, organizations, and individuals directly involved in activities related to or related to the connection and sharing of data between databases and the National Data Architecture Framework, the National Data Management and Governance Framework, and the Common Data Dictionary.

Mandatory integration, synchronization and use of national master data when building, updating or operating databases and information systems

According to the Decree, national master data is master data that is connected, shared, exploited and used in common among Party and State agencies, the Vietnam Fatherland Front Committee and socio-political organizations. The integration, synchronization and use of national master data is mandatory for agencies and organizations in the political system when building, updating or operating databases and information systems.

The source of national master data is established or initialized on the principle of single source of trust. A data has only one single source of trust. Master data is established or initialized from a set of identification keys. The Minister of Public Security publishes the list of national master data on the shared data dictionary system on the basis of agreement with agencies in the political system. The Ministry of Public Security issues identification keys for master data and builds, manages, operates and updates the list of national master data, ensuring accuracy, consistency and technical interoperability.

Regarding specialized master data (master data connected, shared, exploited and used within the internal scope of Party and State agencies, the Vietnam Fatherland Front Committee and socio-political organizations), the Decree stipulates that ministries and central agencies are responsible for identifying, publishing, updating their specialized master data sets and integrating them into the Shared Data Dictionary System.

Specialized master data must comply with the principles specified in Clause 4, Article 5 of this Decree and be able to be expanded, integrated, interconnected, and accessed with national master data. The Ministry of Public Security is responsible for providing technical guidance, inspecting, and supervising the construction, updating, and use of specialized master data to ensure consistency and the ability to integrate and access data across the entire system.

Methods of connecting, sharing, exploiting and using mandatory data

The Decree stipulates that the connection and mandatory sharing of data between databases must be carried out in a unified, synchronous manner, in compliance with the National Data Architecture Framework, the National Data Management and Governance Framework, and the Shared Data Dictionary.

Required connection and data sharing methods include:

The information system of the data-using and exploiting agency connects with the information system of the data-sharing agency to query data through the Data Sharing and Coordination Platform. The Data Sharing and Coordination Platform authenticates and authorizes data exchange between the two parties. (Connect and share data on request);

The information system of the data sharing agency synchronizes part or all of its data to the information system of the data using and exploiting agency through the Data Sharing and Coordination Platform;

The information system of the data sharing agency synchronizes data to the National General Database through the Data Sharing and Coordination Platform to coordinate for agencies using and exploiting data;

Share data that is packaged and stored on information storage media.

The Agent Node is a component of the Data Sharing and Coordination Platform that has the function of securing connection points to serve the exchange and sharing of data between databases and information systems, including:

Ministries, central and local agencies directly connect to the Data Sharing and Coordination Platform through Agent Nodes located at ministries, central and local agencies;

Data sharing platforms at the ministry, central and local levels connect directly to the Data Sharing and Coordination Platform through Agent Nodes located at ministries, central and local agencies;

Forms of connection, data sharing, other databases of local ministries and branches connect directly to the Data Sharing and Coordination Platform through Agent Node located at ministries, branches and localities;

Agent Node connects to the Data Sharing and Coordination Platform located at ministries, branches and localities established, configured and installed by the National Data Center.

List of required database connections

The Decree stipulates the list of databases that are required to be connected and shared, including: National databases that are required to be connected, synchronized, shared, and exploited in the political system in compliance with the law on data, personal data protection, and other relevant laws. National databases and key specialized databases prioritized for deployment in Appendix I are required to be connected, synchronized, and shared to serve the exploitation and use of shared data...

The Ministry of Public Security shall update, adjust, and supplement the results of connection and sharing of databases into the shared Data Dictionary system.

Data required to connect, share, exploit and use includes:

All master data, shared data of databases belonging to ministries, central and local agencies and other data specified in Clause 1, Article 34 of the Data Law must be connected, shared and synchronized with the National General Database so that the Ministry of Public Security can coordinate for ministries, central and local agencies through the Data Sharing and Coordination Platform.

Data serving the settlement of administrative procedures, public services, and the direction and operation of ministries, central and local agencies must be connected, shared, and synchronized with the National General Database so that the Ministry of Public Security can coordinate with ministries, central and local agencies through the Data Sharing and Coordination Platform.

Data within the scope of state secrets is connected and shared in accordance with the provisions of the law on state secret protection and the law on cryptography.

This Decree takes effect from the date of signing (October 22, 2025); replacing Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management, connection and sharing of digital data of state agencies.

Ministries, central and local agencies must standardize data, issue specialized master data catalogs, open data catalogs, and shared data catalogs according to the National Data Architecture Framework, National Data Management and Governance Framework, and Shared Data Dictionary for databases specified in Appendix I of this Decree before December 30, 2025.

For databases and information systems that have been standardized according to the provisions of this Decree, connection and data sharing must be carried out through the Data Sharing and Coordination Platform. For the remaining databases and information systems, standardization according to the provisions of this Decree must be completed before December 31, 2026.

By December 31, 2026 at the latest, the mandatory connection and sharing of data between agencies in the political system will be carried out uniformly through the Data Sharing and Coordination Platform.
