Promoting digital transformation across the industry
At the same time, continue to fully and promptly implement the Party's guidelines and policies, the State's laws, and the Government and Prime Minister's directions on digital transformation; promote the provision and improvement of the quality and efficiency of online public services, associated with the arrangement of administrative units, avoiding work congestion; promote the reduction and elimination of administrative procedures, and the application of biometric technology and the VNeID platform.
In order to specify the tasks assigned in Plan 02 of the Central Steering Committee, Resolution No. 71/NQ-CP dated April 1, 2025 of the Government and Project 06, the Ministry of Health has also issued Action Plans of the Ministry of Health, focusing on key tasks such as completing the announcement and publicization of administrative procedures according to the Government's Decrees and Circulars of the Ministry of Health issued on decentralization, delegation of authority, and division of authority in the fields of state management when implementing two-level local government.
Regarding promoting digital transformation, applying science, technology, and innovation in the operations of agencies in the political system: Comprehensively innovate the settlement of administrative procedures, providing public services regardless of administrative boundaries; improve the quality of online public services and digital services for people and businesses, and provide full-process online public services for eligible administrative procedures.
Regarding increasing investment and completing infrastructure for science, technology, innovation and national digital transformation: Approve tasks and budget estimates for digital transformation tasks, organize construction, ensure progress in completion, and put into operation national databases and specialized databases (including 12 important specialized medical databases, with priority given to completion in 2025); synchronize data to the National Data Center
To date, 630 medical facilities nationwide have used electronic medical records, not paper medical records; 84/125 public hospitals at the provincial level 1 have implemented it, accounting for about 70%. With private hospitals, 140/399 hospitals have implemented electronic medical records and the facilities are determined to implement it.

Implementation results, according to Resolution 190/2025/QH15 of the National Assembly on handling issues related to the implementation of apparatus arrangement, for the field of social protection and the implementation related to the contents of social assistance policies, Minister Dao Hong Lan said, the Ministry of Health took over this task from the Ministry of Labor, War Invalids and Social Affairs and has built and deployed a public service software system to register and resolve policies related to social assistance online and a database of social protection beneficiaries nationwide.
In the field of social protection, a public service software system for online registration and settlement of social assistance policies and a nationwide database of social protection beneficiaries has been built and deployed since 2022.
This system has handled 11 administrative procedures with 3.8 million subjects implemented, and has connected the electronic government settlement with 63 localities, synchronized on the National Public Service Portal.
At the same time, the system has connected and received records from the inter-connected public service of Death Registration - Permanent Residence Deregistration - Funeral Cost Support of the Government and connected with the National Population Database to serve the authentication of personal identification information of social protection beneficiaries.
The Minister assessed that this connection was very convenient and smooth, including connecting death registration, deleting permanent residence registration, supporting funeral expenses and connecting with the national population database.
Since its implementation, the public service software system has received and processed more than 500,000 online records of citizens. Localities have used the software to make monthly social assistance payment lists for more than 3.8 million beneficiaries, of which 61/63 provinces and cities have made social assistance policy payments to beneficiaries through the Vietnam Post Office; 63/63 provinces and cities have implemented non-cash payments for 1.9 million social protection beneficiaries through bank accounts and payment accounts (accounting for about 50% of the total number of beneficiaries).
The database has met the criteria of "Correct - Sufficient - Clean - Living", ensuring safety and information security, and is currently connected to the national population database, meeting the conditions for connecting to the shared national database.
Currently, when implementing the two-level government model, the Ministry of Health has taken over and upgraded and edited the public service registration software system. Currently, these contents are being deployed to ensure compliance with the requirements of the two-level government system after the Ministry of Health takes over.
In particular, the software systems have also been upgraded in performance, and have now connected 26/34 provinces and cities. At the same time, more than 1,000 online records of citizens in the past 2 months of implementation under the two-level online model have also been resolved, ensuring the needs of the people./.
