A new point in the draft that is expected to have a profound impact on the entire system is that the authority to monitor, inspect and handle violations in data connection and sharing activities is transferred to the Ministry of Public Security .
The Ministry of Public Security is responsible for coordinating all activities of managing, connecting, sharing, exploiting and protecting data throughout the political system. The National Data Center (under the Ministry of Public Security) plays a central role in providing technical guidance, monitoring and operating the shared connection platform.
Aiming to establish mandatory monitoring, ranking and auditing mechanisms, the draft provides results-based management tools.
A proposed annual database ranking mechanism is proposed, classified into three levels: excellent (grade A), satisfactory (grade B), and unsatisfactory (grade C). Evaluation criteria include: connected data rate, usage level, data quality, technical standard compliance, and operational efficiency.
The ranking results will be used as a basis for adjusting public investment plans and state budgets, and as a basis for evaluating emulation and rewards for collectives and individuals.
Also according to the draft, the concept of "data audit" is defined and regulated as an official, periodic activity chaired by the Ministry of Public Security to assess the completeness, accuracy, compliance and security of data. The audit mechanism and data quality criteria in the ranking will encourage agencies to pay more attention to cleaning, standardizing and ensuring that data is "correct, sufficient, clean and alive".
The draft also expands the scope of application, not only including " state agencies", but also extending to "agencies of the political system", including Party agencies, the Fatherland Front and socio-political organizations.
In terms of connection form, the draft replaces diverse, uncontrolled connection methods with a centralized, mandatory model.
