Eliminate traffic simulation tests
The Traffic Police Department, Ministry of Public Security has just announced a draft Circular amending and supplementing a number of articles of Circular 12 regulating the testing, issuance of driving licenses; issuance and use of international driving licenses. One of the contents of the draft Circular is to amend the regulations on the recognition of test results for candidates taking driving tests for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE.
Accordingly, candidates who pass the theoretical test, the practical driving test in the diagram and the practical driving test on the road will be recognized as having passed the test. Candidates who do not pass the theoretical test will not be allowed to take the practical driving test in the diagram, and candidates who do not pass the practical driving skills test in the diagram will not be allowed to take the driving test on the road. Candidates who pass the theoretical test and the practical driving test in the diagram will have their test results reserved for 1 year from the date of passing the test. At the end of the test, candidates who are not recognized as having passed the test can register to take the test again.

Meanwhile, the current Circular 12 stipulates that in order to consider and recognize the test results for candidates taking the driving test for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE, they must pass the theoretical test, simulated traffic situations, practical driving test in pictures and practical driving test on the road. In the appendix of the draft circular, the competent authority clearly states that the driving test process for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE has only 3 contents: theory, practical driving test in pictures and practical driving on the road.
The draft Circular also increases the number of driving tests on the road, adds points deductions for violations that disrupt traffic safety and potentially cause traffic accidents. The regulation on the time to perform the driving test on the road is 15 minutes, replacing the old regulation of testing on a minimum road distance of 2km.
Thus, the draft circular has proposed to remove the simulation test content in the driving license testing process for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE. In particular, the Ministry of Public Security proposed to amend the regulations on considering and recognizing the test results for candidates taking the driving test for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE.
Explaining this proposed amendment, the Ministry of Public Security said that Circular 12 stipulates that candidates can choose to take the exam content, candidates who do not take or fail the theory exam can still continue to take the driving skills test in the shape and on the road, thus making it difficult to comprehensively assess the candidates' abilities.
In practice, there are cases where candidates focus on reviewing contents such as driving practice in the picture, driving skills on the road to pass the above two contents but do not focus on reviewing theory, leading to candidates not being equipped with knowledge of road traffic laws, safe driving skills but still taking the driving skills test on public roads, causing traffic insecurity during the driving test on the road.
Reduced time for issuing driving licenses
According to the draft Circular, the Ministry of Public Security proposes to reduce by 30% the time for performing administrative procedures currently stipulated in Circular 12. Specifically: reduce the time for issuing a driving license from 7 days to 4.5 days, the time for integrating electronic data from 3 days to 2 days; reduce the time for exchanging a driving license from 5 days to 3.5 days, the time for integrating electronic data from 3 days to 2 days; reduce the time for issuing an international driving license from 5 days to 3.5 days.
The draft removes the requirement for a driving license renewal application to simplify the renewal procedure. In addition, the information declared in the application has been automatically replaced by electronic data (on the basis of the National Population Database and traffic safety database systems).
Citizens can use selfies or photos from ID data when applying for a new license, and citizens with level 2 identification (on national identification applications, VNeTraffic traffic application or other applications of the Ministry of Public Security) can apply for a new driver's license completely online.
