On the morning of December 4, Binh Thuan Irrigation Works Exploitation Company Limited (Lam Dong) said that by 3:00 a.m. the same day, the water level of Song Quao Lake (Ham Thuan Bac Commune) reached +90.9 m, exceeding the normal level by 0.73 m and continued to increase to the reinforced level (+91.1 m). The total flow regulated through the spillway is currently about 311 m³/s, while the water volume from upstream remains at more than 465 m³/s due to continued rain in the area.

Therefore, to ensure the safety of the project in the context of continued rain in the Song Quao reservoir basin, Binh Thuan Irrigation Works Exploitation Company Limited will continue to increase the discharge flow through the spillway to lower the lake water level. The regulation is expected to start from 6:00 a.m. on December 4, with the discharge flow increased to 350 - 500 m³/s depending on the amount of water flowing into the lake and the downstream situation.

Particularly at Long Song River (Tuy Phong Commune), due to heavy rain, the amount of water flowing upstream increased, the Irrigation Works Exploitation Company Limited - Tuy Phong Branch announced to increase the discharge flow through Long Song reservoir spillway starting from 4:30 a.m. on December 4 with a discharge flow of 1,200 m 3 /s. It is expected to continue to increase depending on the amount of water flowing to the reservoir.

On the same day, Binh Thuan Irrigation Works Exploitation Company Limited announced a plan to regulate water through the spillway of Suoi Da Lake (Hong Son Commune). As of 2:00 a.m. on December 4, the lake water level reached +46 m, 1 m lower than the normal level but continuing to rise.
In order to maintain flood prevention capacity, ensure safety for the project and reduce the risk of flooding in downstream areas when heavy rain continues, the Company will operate to regulate water through the spillway of Suoi Da reservoir from 10:30 a.m. on December 4, with an initial discharge flow of 1-3 m³/s. After that, depending on the amount of water flowing into the reservoir and downstream developments, the discharge flow will be adjusted to increase in the range of 5-50 m³/s.
To avoid damage to people in affected areas, the Company requests the People's Committees of relevant communes and wards to notify people in the downstream areas of the Song Quao reservoir dam (along the Cai River) and the river mouth; downstream areas of the Long Song reservoir, downstream areas of the Suoi Da reservoir dam... to know the situation and proactively take safety prevention plans.

Currently, the upstream area and Song Luy lake (Phan Son commune) are experiencing heavy rain; locations such as Dam 812 and Tu Son dam also recorded significant rainfall. The Song Luy lake management board said that due to the continuous increase in water flowing from upstream to dams, large rivers and Song Luy lake, the spillway discharge flow is likely to be increased from 100 m³/s to 150 m³/s and will continue to be adjusted depending on the amount of water coming to the lake.

According to initial reports, on the evening of December 3, due to prolonged heavy rain, the downstream areas of some communes were flooded. Particularly in Song Luy commune, local authorities said that some villages were isolated and had to be evacuated to a safe place.
