In recent years, with the participation of all levels, sectors and especially the Provincial Association for the Protection of People with Disabilities and Orphans (PAD-TMC), hundreds of people with disabilities in the area have been given more confidence to overcome their inferiority complex, stabilize their lives and confidently integrate into the community.

Representatives of the Vietnam Association for Relief of Disabled Children, the Provincial Association for the Protection of Disabled Children, the Vietnam Fund for Disabled Children, and philanthropists presented gifts to children in special circumstances at the program "Helping orphaned and disabled children go to school" in 2025.

Warm sharing activities

As an organization representing and protecting the legitimate rights and interests of people with disabilities, the Provincial Association for the Protection of People with Disabilities and TMC always proactively coordinates with departments, branches, businesses and charitable organizations to carry out many practical care activities. Mr. Lanh The Vinh, Chairman of the Provincial Association for the Protection of People with Disabilities and TMC, said: In 2025, the focus of support will be on orphans and disabled children in especially difficult circumstances, the most vulnerable group. The whole province currently has about 700 children with especially severe disabilities and nearly 300 children who have lost both parents. To ease the burden on families, the Association has sponsored with a support level of 6-12 million VND/child/year; at the same time, donated means of transportation to school, books, clothes, water bottles, rice trays... with priority given to remote areas, border areas, and islands.

The Provincial Association for the Protection of the Disabled and TMC has closely coordinated with businesses, organizations, and philanthropists to present gifts, scholarships, and educational support. In May 2025, the Association coordinated with the Truyen Dang Business Association to present bicycles, gifts, and school supplies to disabled students and children affected by Agent Orange with a total value of 86 million VND. For example, the program "Support to School 2025" (from May to July) awarded 92 scholarships (worth 4.1 million VND/scholarship) to 92 disabled students in the province; the program "Wings of Dreams" awarded 50 gifts and scholarships worth 55 million VND; commended 153 disabled students and orphans who achieved good results in the 2024-2025 school year.

The Provincial Association for the Protection of Disabled and Disabled People, together with representatives of departments, branches, sectors, and philanthropists, sponsored disabled and orphaned students with difficult circumstances who strive to excel in their studies (August 2025).

Not only supporting learning, in May 2025, the Association organized to bring outstanding disabled students to Hanoi to visit the Military Museum and report their achievements at the Ho Chi Minh Mausoleum. The trip became a great source of encouragement, helping them broaden their horizons and nurture their dreams. In addition, in 2025, the Association supported the construction of 5 charity houses for disabled-impotent families with a total support budget of 360 million VND. The houses, although small, are warm and full of affection, becoming a support to help households overcome difficulties and stabilize their lives.

At the same time, the Provincial Association for the Protection of the Disabled and the Disabled cooperates with units and enterprises to expand employment opportunities and support rehabilitation for people with disabilities, for example, connecting with Quang Ninh Lottery Company Limited to create stable jobs for 45 people with disabilities with an income of 4-6 million VND/person/month. The Association also implements scientific topics, builds a model to support occupational rehabilitation; coordinates with centers to organize many vocational training classes such as: massage, hair washing, cooking, laundry, drawing... to help people with disabilities confidently practice their profession and move towards an independent life.

Socialization of resource mobilization

Socializing resources is an important solution to help the work of caring for people with disabilities in the province promote sustainable effectiveness. By the end of November 2025, all levels of the Association for the Protection of People with Disabilities and Handicapped People in the province had mobilized more than 7.7 billion VND from agencies, units, businesses and philanthropists. The Provincial Association for the Protection of People with Disabilities and Handicapped People alone connected 146 organizations, individuals and philanthropists with the mobilized amount reaching over 6.2 billion VND.

Leaders of the Provincial Association for the Support of the Disabled and Disabled presented recognition for their kindness to sponsors who have contributed a lot to support students in special circumstances in the province (May 2025).

The Provincial Association for the Protection of the Disabled and the Disabled is currently working regularly with more than 20 volunteer groups inside and outside the province. The head of the Ha Long Charity Club, Le Thi Nguyen, shared: In 2025, we will work together to build a "Charity House", give clothes to disabled children on June 1, sponsor 2 orphans, organize support programs for the disabled and give hundreds of gifts to children in special circumstances in the province.

In addition to socialized resources, the Provincial Association for the Protection of the Disabled and the Disabled also coordinates with agencies such as the Department of Ethnic Minorities and Religions, the Provincial Party Committee's Propaganda and Mass Mobilization Committee, the Department of Agriculture and Environment, the Provincial Women's Union... to mobilize more funds for humanitarian programs. Although the mobilization work is difficult, many agencies and units are merged when implementing the two-level local government model, but with a high sense of responsibility, the Associations at all levels still persevere in ensuring the material and spiritual benefits of people with disabilities.

Every year, the Provincial Association for the Protection of the Disabled and Handicapped in Quang Ninh province advises on organizing the program "Linking Hands of Love for the Disabled and Handicapped in Quang Ninh Province" which has created a ripple effect in the community; according to records from the beginning of 2025 to now, the whole province has had over 5,600 disabled people supported with a total budget of 6.1 billion VND. Chairman of the Provincial Association for the Protection of the Disabled and Handicapped in Quang Ninh province, Lanh The Vinh, affirmed: The Association's reputation is consolidated by the motto "going to the place, handing it to the right person", transparent and to the right person. The most important thing is trust. When trust is firmly established, we can continue to mobilize more kind hearts.

Not only taking care of the province, the Provincial Association for the Protection of the Disabled and Handicapped also actively shares with people in natural disaster areas with a total value of 2.3 billion VND for more than 3,186 beneficiaries, demonstrating the spirit of mutual love and support in times of difficulty and hardship.

The achievements in the work of supporting the disabled and disadvantaged in the province are not only shown by numbers but also by touching stories about sharing with all to support the less fortunate; thereby helping them feel the companionship of the community and confidently rise up; demonstrating the journey of "Spreading love - Adding strength", so that no one is left behind.
