"Sprint" to complete tasks at the end of the year

In the first 11 months of 2025, with the determination in the direction and management of the Party Committee and the government, the efforts of the business community and the people, the province's socio -economic situation has achieved positive results. Many sectors have ensured growth progress compared to the same period in 2024. In particular, the processing and manufacturing industry increased by 33.75%; total retail sales of goods and consumer service revenue increased by 19.6%.

In particular, the tourism industry grew strongly in 11 months, welcoming 19.83 million visitors, reaching 93.19% of the plan, with total revenue of VND 52,600 billion, reaching 92.28% of the plan, ensuring the progress of the growth plan in 2025. With this growth momentum, it is expected that Quang Ninh will reach 21.28 million visitors for the whole year, up 12% over the same period; tourism revenue will reach at least VND 57,000 billion, up 22.46% over the same period.

The work of building and rectifying the Party and a clean and strong political system has been comprehensively and continuously promoted in all aspects of politics, ideology, ethics, organization and cadres. Party congresses at all levels and the 16th Provincial Party Congress for the 2025-2030 term were successfully held, creating momentum, confidence and excitement in the entire Party and people to urgently concretize the Congress's resolution goals into life.

The two-level local government model is operated stably, with high consensus and unanimity in the political system. Social security is guaranteed, and the fields of culture, sports, education, training, health care, labor and employment continue to receive attention. National defense, security, border and island sovereignty are maintained, social order and safety are guaranteed, and no sudden or unexpected incidents occur. Foreign affairs activities are promoted and expanded comprehensively with diverse international partners.

In addition to the positive results achieved, the province identified some shortcomings that need to be focused on overcoming. These include: The disbursement rate has not reached the required timeframes; site clearance work for some projects is still slow; fluctuations in the prices of construction materials, raw materials, fuel, and labor costs affect the financial plans of contractors, especially contractors signing lump sum contracts and technical infrastructure packages...

To quickly overcome the limitations, accelerate the tasks, and complete the goals, in recent days the province has issued many documents directing and urging the implementation of the work. In particular, with the determination to complete the public investment disbursement plan in 2025, the provincial leaders directly inspected many projects being implemented in the area.

In particular, it is necessary to increase unannounced, surprise inspections to grasp the progress and difficulties of projects in order to promptly give instructions, such as: Ha Long Xanh Urban Complex Project; renovating and upgrading National Highway 279; riverside road connecting from Ha Long - Hai Phong Expressway to Dong Trieu; upgrading National Highway 4B through Quang Ninh; road connecting from Van Don - Mong Cai Expressway to Van Ninh Port...

The province determined that in the "sprint" stage to complete the year's tasks, units and localities will focus on directing the promotion of production and business of enterprises; removing and resolving to the maximum extent all difficulties and obstacles hindering production and business activities, clearing bottlenecks; quickly resolving administrative procedures, especially regarding land, investment, business, licensing... to best achieve the province's growth target for 2025.

In addition, direct to accelerate the investment progress, disbursement of public investment capital and disbursement of regular expenditure in all fields, focusing on the fields of basic construction investment, science and technology, health care, education, training... according to the approved estimates and tasks. Speed up the completion of procedures to submit to competent authorities for early approval of investment policies, approval of important projects and groundbreaking on the occasion of the 79th anniversary of National Resistance Day December 19 (1946-2025).

All levels and sectors are actively preparing for major events to stimulate tourism, such as: The Great Commemoration Ceremony of King Tran Nhan Tong and receiving the World Cultural Heritage Certificate for the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac, the "Autumn Yen Tu" Festival; the art program to welcome the new year 2026, associated with the celebration of the 80th anniversary of the first general election to elect the Vietnamese National Assembly on January 6 (1946-2026); the 17th Mong Cai (Vietnam) - Dongxing (China) International Trade - Tourism Fair; OCOP Fair - Food Festival...

These days, the province is urgently preparing carefully for the 34th Session - the regular meeting at the end of 2025 of the Provincial People's Council to comprehensively evaluate all aspects of work in 2025, as well as unify tasks, directions, and solutions to implement tasks for the new period - 2026.
