Caring for the disabled: The responsibility of the whole society

The work of caring for, supporting and accompanying people with disabilities (PWDs) is being carried out with attention by all levels, sectors and localities in the province. From health check-ups, rehabilitation to livelihood support,... helping them confidently integrate, live happily and healthily and affirm their role in society.

Comprehensive care and attention

People with disabilities are a group of people who need special attention, not only because of health and mobility difficulties but also because of barriers in studying, working and participating in social activities. Therefore, activities to care for people with disabilities are implemented synchronously, from regular health check-ups, medical consultation, provision of support tools to cultural and sports exchange programs,...

People with disabilities are guaranteed full nutrition, health care, treatment and rehabilitation.

According to Doctor CKII Do Hong Son - Director of the Department of Health, in the province there are currently 65,881 people (including 14,939 people with extremely severe disabilities and 50,942 people with severe disabilities) receiving monthly social benefits in the community.

In addition to the group receiving subsidies in the community, the province is providing centralized care for 580 PWDs at social assistance facilities. These subjects are guaranteed full care, health care, treatment, rehabilitation and access to social services according to current regulations.

100% of people with disabilities who are eligible for social assistance are granted health insurance cards. In the period of 2021-2025, medical assistance for people with disabilities in the province will be implemented synchronously, focusing on screening and early intervention at medical facilities.

Accordingly, the whole province has 2,000 children screened, more than 1,300 children received intervention and 258 tools and equipment to support integrated learning were distributed. The community-based rehabilitation program was implemented in the province and communes with many training courses for officials, PWDs and relatives; periodic health check-ups were conducted for more than 12,500 people and more than 7,000 interventions in the community.

In addition to medical assistance, vocational training and job creation for people with disabilities continue to be coordinated by departments, branches and localities. Vocational training classes are organized with appropriate content and format, focusing on practical occupations such as garment making, information technology, handicrafts, animal husbandry and farming.

Thanks to that, PWDs have the opportunity to practice skills, generate income and gradually become independent in life. Some vocational training models associated with small-scale production in the locality have initially brought about effectiveness, helping PWDs have stable jobs and increase their ability to integrate into the community.

Accompanying the disabled

Activities to care for and accompany PWDs are also closely concerned by local authorities. With the motto of not leaving any PWDs behind, My Hanh commune has implemented many practical activities to care for the lives of PWDs.

Secretary of the My Hanh Commune Party Committee Phung Cam Loan informed: “The whole commune currently has 1,050 people with disabilities with different levels and circumstances. Determining that caring for people with disabilities is not only a responsibility but also a sentiment of the whole community, the Party Committee, the government, the Fatherland Front and socio- political organizations always pay attention to reviewing and creating conditions for people with disabilities to fully enjoy the prescribed regimes and policies. In addition to monthly subsidies, we also coordinate with organizations to visit and give gifts to people with disabilities on holidays and Tet. Not only stopping at material support, the commune also focuses on building a friendly living environment so that people with disabilities can feel the sharing and companionship.”

Vocational training for people with disabilities is of interest.

The attention of local authorities has given more motivation for people with disabilities to improve their lives. Ms. Pham Thi Huong (residing in Hamlet 4, My Hanh Commune) expressed: “I receive monthly allowances, and commune officials regularly visit and support me when needed. It is not only material support but also a great source of spiritual encouragement, helping me to be confident and have more determination to overcome difficulties in life.”

In the period of 2021-2025, the work of supporting women with disabilities will be deployed synchronously, associated with the implementation of key programs and projects of the Provincial Women's Union such as Millions of gifts to share love, Godmother, Women help each other develop the economy .

Direct support work has achieved many practical results: more than 27,920 women with disabilities have been reached, of which 27,000 cases have been supported with gifts, livelihoods, means of production, housing, health insurance cards, and preferential loans with a total cost of more than VND 28,000 million.

The province maintains 904 "trusted addresses" in the community, creating conditions for women with disabilities to receive advice, protection and connection with social security services, contributing to improving self-reliance and sustainable integration.

Ms. Le Thi Thuy Trang (residing in Ai Ngai hamlet, Tam Vu commune) has just been awarded a "Warm House of Love" house. The house has an area of ​​100m², with a total construction cost of 100 million VND. The completed house not only has material significance but is also a great source of spiritual encouragement, helping Ms. Trang have a safe and stable place to live with peace of mind and continue to strive to improve in life.

Towards inclusion and equality

In addition to taking care of health and material life, the province also pays special attention to improving the spiritual life of people with disabilities. In the period of 2021-2025, the Department of Culture, Sports and Tourism has implemented many activities to ensure that people with disabilities can participate equally in spiritual life. Cultural and sports facilities in the province are invested and upgraded according to public works standards, with appropriate walkways and infrastructure, helping 100% of people with disabilities to access activities.

In the field of culture and arts, the Provincial Center for Culture and Arts cooperates with the Center for the Education of Blind Children to open drum, instrument, and singing classes for more than 20 children each year, and at the same time discovers and trains blind students to participate in art competitions.

The provincial library serves people with disabilities with reading aids, braille books, digital books and circulates about 400 books/year to Tay Ninh School for the Disabled. Many annual cultural activities: Singing from the heart, summer book storytelling, painting from books have created a useful playground for people with disabilities.

In the field of sports and tourism, the province built 33 outdoor sports clusters, and arranged separate entrances and exempted or reduced entrance tickets for people with disabilities at tourist areas and attractions such as Long Dien Son and Ba Den Mountain.

Every December 3, the world celebrates International Day for Persons with Disabilities to honor the role and contributions of persons with disabilities and affirm the commitment to the right to full and equal participation in all areas of social life.

In 2025, the United Nations chose the theme “Promoting inclusive societies for the advancement of all communities” - a strong affirmation that inclusion is not only a goal for people with disabilities but is the foundation for sustainable development for all humanity. A society is only truly progressive when all members have the opportunity to contribute, be heard and respected.

International Day for Persons with Disabilities is not only an occasion for the community to pay attention but also an opportunity to evaluate the efforts made and outline further solutions. Health check-ups, skills training, livelihood support, distribution of assistive devices, and cultural and sports exchanges not only bring joy but also help PWDs confidently integrate into life.

Ms. Le Thi Huong (residing in Hiep Hoa commune) emotionally said: “Every year on December 3, I feel the love and care of the community for us. That is the motivation for me to overcome difficulties, live happily, live healthily and live a useful life for society.”

It can be affirmed that caring for PWDs is not only a major policy of the Party and the State but also the responsibility of the whole society. When all levels, sectors and philanthropists pay attention and join hands to support PWDs, it will create conditions and motivation for them to proactively strive to integrate into the community./.
