Unifying policies for key year-end tasks

At the meeting, the Standing Committee of the Provincial Party Committee listened to reports and gave opinions on many important contents. In the group of contents on ideology and propaganda, the Standing Committee of the Provincial Party Committee considered the proposals to issue new regulations of the Standing Committee of the Provincial Party Committee on speaking and answering interviews; the policy of organizing meetings with outstanding artists, intellectuals and journalists in 2025. These contents were unanimously assessed by the Standing Committee of the Provincial Party Committee as necessary to innovate the Party's information and propaganda methods, contributing to promoting the image of the country and people of Tuyen Quang .

Regarding the group of socio-economic development and foreign affairs contents, the Standing Committee of the Provincial Party Committee discussed many important issues: Proposing contents to be submitted to the Politburo and the Secretariat in 2026; preparation work for the Conference to meet with enterprises, investors outside the province and FDI enterprises. In particular, contents related to adjusting the Provincial Planning for the period 2021-2030 were carefully considered, to ensure that development policies have a long-term vision, consistent with the province's development strategy in the new period.

In addition, the Standing Committee of the Provincial Party Committee proposed to submit to the Standing Committee of the Provincial Party Committee for decision on the expected contents: The Second Conference of the Provincial Party Committee, Term I; the key work program of the Provincial Party Committee in December; the draft Resolution on the goals, tasks, and main solutions for 2026 and the Report on the implementation results of the conclusions of General Secretary To Lam in the working program with Tuyen Quang and Ha Giang before the merger. These are orientational contents, creating a basis for the political apparatus of the whole province to deploy tasks in 2026 with a spirit of innovation, determination, and efficiency.

The meeting also reviewed reports on socio-economic development, administrative reform, digital transformation, national defense and security, improving the investment and business environment, removing difficulties in the mineral sector and handling urgent public investment projects; and planning to expand Long Binh An Industrial Park. These contents clearly demonstrate the need to accelerate and create synchronous breakthroughs, especially in the context that the province is implementing many large projects such as Tuyen Quang - Ha Giang Expressway Phase 2, infrastructure projects for industrial and service development.

In addition, the Standing Committee of the Provincial Party Committee gave opinions on the draft Resolutions expected to be submitted to the Provincial People's Council at the year-end session, related to the 2026 budget allocation, support mechanisms for policy beneficiaries, social policies, expenditure levels for implementing front work, support for agricultural development, digital technology industry, fee regulations, regular expenditure regime and many other important contents in budget management and public investment in the 2026-2030 period. All contents are considered in close connection with the requirements of streamlining, effectiveness and efficiency of the two-level local government apparatus after the merger.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

In his concluding remarks, Provincial Party Secretary Hau A Lenh requested the entire political system to thoroughly grasp the tasks and targets of the 2025 plan, maintain discipline and order, and uphold the sense of responsibility in the last month of the year. He requested agencies and units to focus highly on preparing for the year-end meeting of the Provincial People's Council, considering this a key task, requiring proactive and thorough participation, ensuring that the submitted contents must be closely related to reality, feasible and consistent in terms of mechanisms and policies. At the same time, the work of assessing the quality of grassroots Party organizations and Party members at the end of the year must be carried out seriously, in accordance with regulations and on schedule, accurately reflecting the actual situation of each Party organization.

Comrade Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee spoke at the meeting.

The task of preparing for the election of National Assembly and People's Council deputies at all levels is extremely important, and there is not much time left. He assigned the Provincial Fatherland Front Committee to preside over and coordinate with relevant agencies to organize a consultation conference, ensuring the correct procedures, progress and requirements. Regarding the task of socio-economic development, Provincial Party Secretary Hau A Lenh requested to monitor and update the progress of implementing daily targets, especially the disbursement of public investment capital and State budget collection; each sector and each unit must make maximum efforts to complete the 2025 goals at the highest level; urgently and carefully prepare conditions to start construction of key projects to welcome the 14th National Party Congress, creating a vibrant competitive atmosphere throughout the province. The Provincial Party Committee Office reviews all tasks of the Standing Committee, agencies and units, makes a list to monitor and urge completion in December, leaving no work behind, and uses the results of task completion as the basis for year-end evaluation and classification.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Manh Tuan spoke at the meeting.

The Provincial Party Secretary agreed with the contents of the preparations for the Provincial Party Executive Committee meeting, and at the same time requested to continue to carefully review documents, ensuring the quality, progress and strictness of each content presented. He emphasized the requirement for all levels and sectors to resolutely remove difficulties, speed up the progress of key projects, strengthen propaganda, strengthen people's trust, create new motivation, new spirit, strive to successfully complete the tasks of 2025 and prepare well for 2026.
