Developing commercial agriculture, strategic steps

After the merger, Tuyen Quang became a large mountainous province with a clearly stratified terrain and a majority of people living on agriculture. The planning and implementation of policies for the development of commodity agriculture has strategic significance for growth, sustainable poverty reduction and income improvement for the people.

Synchronization policy

For many years, both Tuyen Quang and Ha Giang (old) have identified the development of commodity agriculture as a key task, consistently reflected in the resolutions of the Party Committee, policies of the People's Council and support mechanisms of the Provincial People's Committee. Tuyen Quang Province (old) has Resolution No. 16-NQ/TU on the development of commodity agriculture; Resolution 03/2021/NQ-HDND with a series of support mechanisms for varieties, interest rates, technology, OCOP and the construction of concentrated production areas. Ha Giang Province (old) has Resolution 17 of the Provincial Party Committee on "Developing high-quality commodity agriculture according to the value chain in the province for the period 2021-2025"; Resolution No. 58 of the Provincial People's Council on "Special policies to support the development of household garden economy and sustainable development of Sanh orange trees in the province for the period 2021-2025". The system of synchronous, focused, and key policies has created an important foundation to help the two localities form a series of large-scale commodity production areas, thereby directly contributing to poverty reduction, increasing income and creating a profound change in production thinking.

If in the past agricultural production in both Tuyen Quang and Ha Giang was mainly fragmented, self-sufficient, and dependent on weather and market, now the mindset of commodity production has become the main trend. Many large-scale specialized areas have been formed, the quality of agricultural products has been standardized towards safety, traceability, and improved competitiveness in the market. Up to now, the whole province after the merger has had 450 products meeting OCOP standards of 3 stars or more. In particular, many highland and lowland specialty products have become the main source of income for households and cooperatives, helping to change the socio -economic appearance of difficult areas.

Not only crops, many production models associated with bees, medicinal herbs, dried buffalo meat, and specialty fish products are also developing strongly. Highlanders participate in growing medicinal herbs in a chain from production to processing; cooperatives have stable orders, businesses have sustainable raw material areas, creating a "three-way win-win" model.

The OCOP program continues to play a driving role when many products are upgraded and their consumption markets are expanded. Products such as Ngoc Thuy tea, dried buffalo meat, wild honey, tea bags, etc. contribute to enriching the typical agricultural ecosystem, creating a unique mark for Tuyen Quang in the current picture of commodity agricultural development.

Expanding development space

After the merger, Tuyen Quang is facing a larger and more diverse development space than any previous period. The difference in natural conditions, soil, production ecosystem and typical products between the two old Tuyen Quang and Ha Giang regions not only creates complementary advantages, but also poses an urgent need to combine policies, unify orientations, and connect resources to develop commodity agriculture in a systematic, effective and sustainable manner.

Previously, each province had its own support mechanism system, suitable to local characteristics. However, when becoming a unified administrative entity, policies cannot continue to be scattered or fragmented according to old boundaries. Agricultural production can only truly grow when there is a unified governance model, common standards and a common orientation towards large inter-regional value chains. Therefore, policy coordination becomes an objective requirement, to overcome the dispersion in production planning, lack of synchronization in quality standards and overlap in technical and financial support.

This synergy, first of all, helps expand the planning space for concentrated commodity production areas, creating conditions for the formation of "growth clusters" in chains: connected orange areas, connected Shan Tuyet tea areas; medicinal areas from the Stone Plateau to the mountainous areas; and planted forest wood areas combined with deep processing. When policies are unified, raw material areas are no longer separated by administrative boundaries, creating conditions to attract businesses to invest in processing, thereby increasing the value of agricultural products and stabilizing output for people.

Policy synergy is not only a requirement for management techniques, but also a strategic driving force to expand the space for agricultural commodity development, maximize the advantages of both old regions, create unity of action and synchronization of resources. This is the foundation for Tuyen Quang to build a modern, sustainable agriculture, linking production with processing, trade and tourism in the new development stage.
