Chang Lo village has 125 households with 764 people, 5 ethnic groups Mong, Pu Peo, Han, Co Lao, Giay living. More than 10 years ago, the memory of Chang Lo was the poorest hamlet in the region. People's lives were tied to the steep corn fields, each year only waiting for a single crop, completely dependent on the rain. When the dry season came, frost covered the rocky mountains, corn did not grow, rice grains were not full, hunger lurked in every house. The transportation system was isolated, there was a lack of water for daily use, and cultural houses had not been invested in, making people's lives extremely deprived.

Mr. Giang Mi Chu, Head of Chang Lo village, was moved when recalling: “Back then, wanting to bring a bag of fertilizer or transport a sick person to the commune was a torture. People could only follow old experiences, not daring to think about selling goods, just having enough to eat was lucky.”

Faced with the difficulties of the people, the Thang Mo commune government has proactively researched, explored, and implemented many support programs, effectively integrating capital sources from the National Target Program. The direction chosen as a breakthrough is to develop commodity agriculture with high economic efficiency.

The commune government has coordinated with local agricultural extension officers to regularly open training courses on cultivation and livestock raising techniques right in the village. The training sessions not only impart knowledge but also change production thinking, helping people boldly approach new economic models.

In particular, from the resources of the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, Chang Lo has been strongly supported. Notably, the Project to Support the Development of Community Production for Commercial Chicken Raising and the Project to Support the Development of Community Production for Breeding Cow Raising with a total budget of over 2.3 billion VND, the whole village has 136 households supported with breeding animals, opening up opportunities for sustainable poverty reduction.

Not only economic development, the change also comes from infrastructure construction. Mr. Giang Mi Chu, Head of Chang Lo village, excitedly informed: “In the period of 2021 - 2025, from the national target program capital, our village was supported to build 2.5 km of rural roads with a cost of 2.7 billion VND; build a new village cultural house with over 370 million VND; repair and upgrade domestic water pipes worth over 330 million VND; and support to build 2 solid houses for poor households”.

Thanks to the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, the appearance of Chang Lo is improving day by day. The annual poverty rate of the village decreases by over 5%/year. People also actively participate in movements launched by the locality such as "All people unite to build a cultural life", "Maintain rural environmental hygiene"... Unite, unite, and work together to build a rich and beautiful village.
