
In fact, focusing on infrastructure investment has helped Quang Ninh create a solid foundation for socio-economic development in rural areas, contributing significantly to the province's comprehensive and sustainable development goals. From the budget, capital sources calling for investment from enterprises, capital sources mobilizing from the community... the rural areas of Quang Ninh have changed their appearance to be full of vitality. Notably, the provincial budget of 4,200 billion VND has been allocated to the overall program for sustainable socio-economic development in ethnic minority, mountainous, border and island areas, associated with the construction of new rural areas, advanced new rural areas, and model new rural areas.
Typically, the rural transport system has received investment attention, especially the roads connecting communes, reaching villages, hamlets, and concentrated production areas. 100% of ethnic minority villages have cultural houses, meeting the needs of community activities... Irrigation works such as dams, river dykes, sea dykes, anti-erosion embankments... have been upgraded, ensuring service for agricultural production and natural disaster prevention.
Investment resources are also focused on supporting localities to invest in new schools according to high-quality criteria and upgrade basic health facilities to better serve people's health care. At the same time, synchronous and modern rural infrastructure is also associated with the development of high-quality agricultural zones, large-scale crop and livestock areas. The capital allocation plan is carefully reviewed, prioritizing the upgrading of essential infrastructure serving production and life, especially transportation, irrigation, health, education , telecommunications, domestic water... to ensure requirements, progress, and promote good investment efficiency.

Aiming to build Quang Ninh into a centrally-run city before 2030, the province is focusing on implementing the policy of building civilized, modern urban and residential areas with strong identity, improving the living environment, ensuring sustainable development, and harmony between economy, culture and society. This policy quickly entered life, becoming a vibrant emulation movement throughout the province, receiving consensus and positive response from the majority of people.
In rural and mountainous areas of the province, people have enthusiastically participated in the 90-day and 100-day campaigns to improve residential infrastructure. Accordingly, each village and neighborhood strives to have at least one playground and outdoor community space to serve the needs of communication, sports, and entertainment for all ages. The traffic system is being expanded, paved, and equipped with drainage, lighting, and synchronous green trees. Many localities such as Quang Tan, Quang Ha, Hai Lang, Quang La, etc. have identified that the results from the peak of improving residential infrastructure will be an important foundation to reach the goal of building an advanced new-style rural commune in the 2025-2030 term.

With the determination of the Party Committee, the government and the strong support of the people, the landscape of the countryside of Quang Ninh will be renovated to bring new vitality. At the same time, it is necessary to improve the ability to respond to extreme weather patterns and prevent natural disasters in the context of complex and global climate change.
