The National Council reviews the National Target Program for the 2026-2035 period.

The Ethnic Council reviews the investment policy for the National Target Program on New Rural Areas, Sustainable Poverty Reduction, with priority given to ethnic minority areas.

On the morning of December 1, at the National Assembly House, under the chairmanship of Party Central Committee member and Chairman of the Ethnic Council Lam Van Man, the Ethnic Council held a plenary session to examine the investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio -economic development in ethnic minority and mountainous areas for the period 2026 - 2035.

The meeting was attended by Party Central Committee member, Standing Vice Chairman of the Ethnic Council Hoang Duy Chinh, Vice Chairmen and members of the Ethnic Council; representatives of the Standing Committee of the Law Committee, Standing Committee of the National Defense, Security and Foreign Affairs Committee. On the Government side, there were alternate member of the Party Central Committee, Deputy Minister of Ethnic Minorities and Religions Y Vinh Tor, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, and representatives of the Bank for Social Policies.

In his opening speech, Chairman Lam Van Man said that the content of the Program's investment policy will be presented to the National Assembly on December 3, discussed in the Hall on December 5 and expected to be voted on on the afternoon of December 11. The Chairman emphasized that the Government's proposal to merge three National Target Programs into one is a correct policy, but it needs to be carefully reviewed to ensure continuity, stability and specificity; prioritize and focus resources on the most difficult areas and fields to achieve sustainable development goals, narrow the development gap between regions, improve the material and spiritual life and happiness of the people, especially ethnic minorities. He asked the delegates to promote collective intelligence and contribute practical ideas for the best implementation of the Program.

Presenting the Investment Policy Report, Deputy Minister Nguyen Hoang Hiep emphasized that the merger of the three Programs does not reduce policies but helps to focus more on ethnic minority and mountainous areas. The integrated program will focus on increasing investment until 2035, instead of only implementing until 2030 as before. At the same time, it will improve implementation efficiency, avoid overlaps and duplications, and quickly bring support policies into life, ensuring that people benefit in a timely and substantial manner. The program will be implemented nationwide, with priority given to ethnic minority and mountainous areas.

Regarding the total capital, Deputy Minister Nguyen Hoang Hiep said that Phase I (2026-2030) is expected to cost at least VND1.23 trillion. Phase II (2031-2035), based on the results of the previous phase, the Government will submit to the National Assembly for decision on implementation resources.

According to the Conclusion of the National Assembly Standing Committee, presented by Vice Chairman Nguyen Lam Thanh, the Committee agreed on the policy of merging three Programs into one to concentrate resources, improve management and operation efficiency, and overcome previous limitations. The Committee requested the Government to clearly explain the merger, how to handle existing problems, and mechanisms to ensure no reduction in policies, no interruptions, and prioritize investment for ethnic minority and mountainous areas.

The Government is requested to soon issue a set of criteria on new rural areas and sustainable poverty reduction in accordance with regional characteristics, and review the delimitation of communes and villages in ethnic minority and mountainous areas in an objective and scientific manner, as a basis for developing the Program. At the same time, continue to review and innovate solutions, ensuring transparency and no overlap between components and task groups.

At the meeting, delegates proposed clarifying the targets and criteria for consolidation, analyzing the level of risk; assessing the impact of the consolidation plan; comparing the three Programs to eliminate outdated content, promoting good content; clarifying the specific mechanisms that need to be institutionalized or assigned to the Government for regulation.

The program is expected to include two components with 15 content groups. Delegates suggested continuing to review policies between the two components and with other national target programs such as health, education, and culture, to avoid duplication, overlap, and not omit subjects.

Concluding the meeting, Permanent Vice Chairman Hoang Duy Chinh emphasized that the opinions expressed were very enthusiastic, and at the same time requested the Government to carefully calculate resources, clarify the allocation mechanism, and ensure feasibility when implementing the merger of the three Programs.
