According to the report of the Department of Agriculture and Environment, after implementing the 2-level local government model, the City People's Committee established the Steering Committee for National Target Programs and issued the working regulations of the steering committee. Currently, 70/70 communes have assigned the Economic Department to act as the standing agency of the commune-level program, and 100% of villages have established Village Development Boards.
As of July 1, 2025, Da Nang city (after administrative boundary adjustment) has 70 communes in the new rural construction area (excluding wards and special zones). Of these, 41 communes have met the new rural standards according to the new calculation method after the merger. The communes in the previous administrative boundaries of Da Nang all met 19/19 criteria. For Quang Nam province, 74 out of 105 communes that had met the new rural standards before 2020 still maintained all 19/19 criteria. Specialized programs such as OCOP, rural tourism, digital transformation in new rural construction, environmental protection, food safety and rural clean water supply have all recorded high efficiency.
Regarding the total planned capital for 2025, there is currently more than 30.3 billion VND that has not been allocated. This includes more than 26.6 billion VND from the 2025 capital source and more than 3.6 billion VND transferred from previous years.
At the meeting, units and localities pointed out a number of difficulties and obstacles in the process of implementing and disbursing capital. Prominent issues include: overlaps in location, scope and investment objects between programs; difficulties in mobilizing counterpart funds from previous district-level budgets and commune-level budgets for projects; slow progress in handing over and adjusting projects after mergers; inconsistency in data between units; and prolonged effects of floods.
Concluding the meeting, Vice Chairman of the City People's Committee Tran Nam Hung requested that in the coming time, units and localities need to focus and resolutely speed up the allocation, implementation and disbursement of the remaining capital sources, striving to complete 100% of the assigned capital plan.
Mr. Hung also assigned the Department of Finance to coordinate with the Department of Agriculture and Environment to advise the City People's Committee to promptly allocate more than 30.3 billion VND that has not been allocated. Specifically, more than 10 billion VND will be allocated to provide counterpart funds instead of the previous district-level budget (because the districts have not allocated counterpart funds to the communes and now the district level has been abolished). The remaining more than 20 billion VND will be considered, reviewed and reallocated by the City People's Committee to the communes, prioritizing the old district areas in need and the communes heavily affected by the floods in 2025.
The Department of Agriculture and Environment is assigned to preside over and coordinate with relevant departments and branches to prepare conditions and advise the City People's Committee on plans and solutions to promptly implement the integration of three National Target Programs (including new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority areas), as soon as there is an investment policy and guidance from the Central Government.
The Department of Finance was also asked to report to the Ministry of Finance, requesting consideration and prioritizing the allocation of sufficient capital and resources from the budget for Da Nang city to implement the new rural construction program.
