Digital bridge between government and people

Hue-S is built as a super application on mobile devices, ensuring data standardization, process standardization and standardization of information systems integration to provide comprehensive smart urban services. From transportation, environment, healthcare, education to public services, on-site reporting, cashless payments... all essential utilities are "packaged" in a single platform, creating convenience for people in daily use.

One of the highlights of Hue-S is the ability to connect multi-dimensionally between the government - people - businesses - tourists. Since 2019, Hue-S has officially become a super application and is considered a "phenomenon" of smart urban digital platform at that time across the country. To date, Hue-S has had more than 900,000 downloads, more than 78,478 e-wallet accounts, integrated over 50 functions and connected 694 payment points. Call center 19001075 has received and processed 37,939 calls, with increasing interaction levels - demonstrating people's trust.

Not only is it a convenient application, Hue-S is also an effective channel for on-site reporting. Up to now, the system has received and processed more than 183,000 reports, with a satisfaction and acceptance rate of 98%. Issues ranging from degraded infrastructure, broken street lights, backlog of waste, urban order to security and environmental issues..., are all reported directly by people through Hue-S and promptly received and processed by authorities.

In addition, Hue-S also activates the "communication and warning" service with warning bulletins, announcements, policy communication, communication promoting events, festivals... All are broadcast from official information sources, helping to limit fake information and false information.

Along with Hue-S is the operation of the Smart City Monitoring and Operation Center (HueIOC). The center has deployed more than 700 surveillance cameras, applied 29 artificial intelligence (AI) solutions to serve the management of urban order, traffic safety, natural disasters, forest fires... Hue-S has coordinated to support the police in tracing more than 826 cases with criminal elements. Hue-S has formed a professional support tool for the police force in the fight against crime, preventing crime, ensuring social order and safety in recent times.

The utilities provided by Hue-S and HueIOC are gradually becoming familiar, helping people express their wishes and aspirations, and the government shortens processing time, resolves many problems, and contributes to serving people's lives better and better.

From that practical foundation, the methodical planning, smart management and operation of the city, along with the active participation of the people, have created clear marks for Hue in general and for the Hue-S platform in particular. The city has continuously recorded many important achievements: in 2019, it won the Asia Telecom Award in the category of "Most Innovative Smart City Project"; Hue-S won the Sao Khue Award for 5 consecutive years; in 2022, Hue ranked 4th out of 63 provinces and cities in digital transformation; in 2024, it was honored with the "Smart City" - ASOCIO Smart City Award. These awards are not only recognition, but also affirm the right direction of Hue in building a smart city "centered on people".

Improving governance and quality of life

In parallel with serving the people, Hue-S and the IOC Center are gradually improving the quality of urban management. Services are operated in three groups of processes: Instant processing, time-bound processing and command support, helping the government have enough "real-time" data to make quick, accurate and transparent decisions.

In the period of 2020 - 2025, Hue achieved many outstanding results in digital society: 94.75% of people have digital identity/electronic identification account; 82% of people aged 15 and over have bank accounts; in 2024, the digital society ranking will be 5th out of 34 provinces and cities. These figures show that Hue people have been proactively adapting to the digital environment, creating a solid foundation for smart urban development on a digital platform.

In the field of administrative reform and digital economy , Hue continues to be a bright spot. The city is in the Top 10 localities with the highest PAR Index in the country, with 100% of public services online throughout. The proportion of digital economy in GRDP is estimated at over 15%, with more than 359 digital technology enterprises operating, 100% of enterprises paying electronic taxes, over 81% of enterprises using electronic contracts and 73.23% of small and medium enterprises using digital platforms.

According to the assessment of the McKinsey Global Institute (2023), smart urban development can help save 30% of operating costs, reduce energy consumption by 20%, improve traffic efficiency by 25% and reduce CO₂ emissions by 35%. That is also the direction that Hue is pursuing - sustainable development based on data and technology.

Sharing about the future orientation, Mr. Nguyen Duong Anh, Deputy Director of the Department of Science and Technology, said that the Department of Science and Technology will continue to play a key role in promoting science and technology, innovation and digital transformation. The city prioritizes integrating and upgrading essential services such as healthcare, education, transportation, digital payments on the Hue-S platform; at the same time, promoting the application of AI, Big Data, IoT, blockchain in urban management, monitoring and operation, towards an effective, transparent and friendly digital government.

From an initial application serving to reflect on the scene, Hue-S has now become the core platform in the Hue smart urban ecosystem. In the journey of more than 6 years, Hue-S not only connects data, but also connects trust and responsibility between the government and the people, contributing to bringing Hue closer to the goal of becoming a model smart city in the Central region and the whole country.
