The National Center for Hydro-Meteorological Forecasting said that early on the morning of December 3, a cold air mass from the northern part of the continent descended near the northern border.

According to the meteorological agency, at noon on December 3, cold air began to affect the Northeast region, then spread to the North Central region, the Northwest region and the North of the Central Central region.

Northeast winds on land gradually increase to level 2-3, coastal areas level 3-4. There may be rain or light rain in the Northern and North Central provinces. From the night of December 3, the North and Hanoi will turn cold, with some mountainous areas experiencing severe cold.

From the night of December 3, the temperature in the North will drop to 15-18 degrees Celsius, in mountainous areas 13-15 degrees Celsius, and in some places below 12 degrees Celsius. In the North Central region, it will be generally 16-18 degrees Celsius. Hanoi will have rain and turn cold at night, with the lowest temperature being 15-18 degrees Celsius.

At sea, the North East Sea from December 3 will have strong northeast winds of level 6-7, gusts 8-9; waves 3-5m high. In the Gulf of Tonkin, the wind will increase to level 6, sometimes level 7, gusts 8 and waves 2-4m. The sea area from South Quang Tri - Hue and the North of the central East Sea from the afternoon of December 3 will have winds of level 6, gusts 7-8; waves 3-5m high.

The National Center for Hydro-Meteorological Forecasting warns that the strengthening cold air combined with the low pressure circulation (weakened from storm No. 15) and the disturbance of the east wind in the upper atmosphere will cause moderate to heavy rain in the Central region from December 3 to the night of December 4. The affected areas are concentrated in the South of Quang Tri to Da Nang , the East of Quang Ngai to Dak Lak and Khanh Hoa.

According to meteorological experts, at noon and afternoon on December 3, showers will appear in Thanh Hoa, Nghe An, Ha Tinh and Northern Quang Tri.

In Hue, Da Nang and the eastern provinces from Quang Ngai to Lam Dong, there will be heavy rain with many thunderstorms moving from the sea to the mainland. In the Central Highlands on December 3, there will be short showers, with the possibility of heavy rain in Lam Dong.
