Help people settle down
On December 2, in Tay 4 village, Dien Dien commune (Khanh Hoa), the atmosphere of housing construction for people affected by floods was very urgent. The house worth 100 million VND was given to the family of Ms. Nguyen Thi My Chau, one of 8 houses under the "Quang Trung Campaign" launched by Khanh Hoa Provincial Police to repair houses for people in flood-affected areas in the localities.

Mrs. Chau's old house was flooded up to the roof and collapsed in the flood, luckily her family escaped in time. When the new bricks were transported by the construction team to the site, Mrs. Chau choked up, thanking the police force and local authorities for their concern and support in rebuilding the house.
After a day of organizing the groundbreaking ceremony for building and repairing houses for people affected by storms and floods, Dak Lak province simultaneously started building 684 new houses for people in flood-affected areas. The houses are designed with an area of about 48 square meters , with an attic to avoid flooding, with a minimum support of about 170 million VND. For nearly 10 days now, Mrs. Le Thi Le (born in 1982, residing in Phu Huu village, Hoa Thinh commune) and her daughter have been staying in a tent temporarily set up by the Military Region 5 forces because her house was swept away by the flood. The Military Region 5 forces have started construction and laid the first stones for Mrs. Le's new house.
Unable to hide her emotions, Ms. Le said: “The floodwaters swept away the entire house, pigs, chickens and all our belongings. During the rainy and flood days, we received support from the community and the government with packages of noodles, bags of rice, and other necessities. Now we have built a new house with a better flood shelter than our old place. We are very grateful for this concern.”
According to Mr. Ta Anh Tuan, Chairman of the Dak Lak Provincial People's Committee, the province aims to complete the repair of all severely damaged houses before December 31, 2025; at the same time, rebuild new houses and arrange resettlement for households whose houses have collapsed, collapsed, or been swept away before January 31, 2026. This ensures that people will soon have stable housing to celebrate Tet safely and warmly.
Army and people join hands
On the same morning, Naval Region 4 held a launching ceremony for the "Quang Trung Campaign" to support people in Khanh Hoa and Dak Lak provinces to overcome the consequences of floods, build and repair damaged houses. According to the plan, Naval Region 4 will coordinate with the Military Commands of Khanh Hoa and Dak Lak provinces to establish 40 teams of workers, each team consisting of 12-17 officers and soldiers with skills in construction, mechanics, carpentry and electricity and water. The teams will conduct specific surveys of the extent of damage to each household to deploy new construction or repair of houses, ensuring safety and sustainability; at the same time, support environmental cleanup after natural disasters. The implementation will be carried out closely with local authorities to ensure the right beneficiaries. All projects in the campaign are expected to be completed and handed over to the people before January 31, 2026.
According to the Khanh Hoa Provincial Department of Finance, the recent historic floods have caused about 115 local houses to collapse completely, and over 900 houses to be damaged. Following the Prime Minister's direction, house repairs must be completed before December 31, 2025, and new construction must be completed before January 31, 2026. However, to help people stabilize their lives soon, the province agreed to complete all construction and repair work before December 31, 2025. The province also supported 60 million VND/completely collapsed house; 30 million VND/house flooded and severely damaged.
In Dak Lak province, according to statistics, the whole province has nearly 684 houses completely collapsed, about 1,400 houses were severely damaged, nearly 106,000 houses were flooded; of which about 10,000 houses need to be repaired and upgraded. Mr. Tran Huu The, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dak Lak province, said that the province hopes that agencies, units, businesses, social organizations, compatriots, soldiers, and philanthropists inside and outside the province will continue to promote the tradition of love and support of the nation, join hands to support the program. Every contribution, big or small, is a valuable sharing, a support to help households in flooded areas have the conditions to rebuild their lives, restore production, and stabilize in the long term.
In Lam Dong province, after reviewing the cases affected by the recent floods, the whole province has 23 collapsed, fallen, and washed away houses that need to be rebuilt, of which 5 households need to receive support of 120 million VND/house (according to the support level of Lam Dong province) and 18 households need to rebuild.
Fishermen return to sea
On December 2, the Department of Agriculture and Environment of Khanh Hoa and Lam Dong provinces said that storm No. 15 had weakened into a tropical depression, and localities allowed boats to operate again after a period of sea ban. At Hon Ro port (Nam Nha Trang ward, Khanh Hoa province), fishermen are repairing and fixing damaged boats, preparing fishing gear... to be ready for new offshore trips, making up for the days of "lying ashore" to avoid the storm. Khanh Hoa province has 5,127 fishing boats and inland waterway vehicles that must enter safe storm shelters.
Similarly, at Phan Thiet fishing port (Lam Dong province), thousands of fishing boats continuously leave port and go out to sea to exploit seafood. Meanwhile, the high-speed passenger ferry route from Phu Quy to Phan Thiet and vice versa has also resumed operation, meeting the travel needs of people and tourists going to and from Phu Quy special zone. Previously, to cope with storm No. 15, the entire Lam Dong province had more than 8,360 boats with about 43,100 workers anchored at ports to avoid and shelter from the storm.
