From Quang Tri to Da Nang, proactively respond to heavy rain, floods and inundation

On the evening of December 3, the Head of the National Civil Defense Steering Committee issued Document No. 37/CD-BCĐ BNNMT on responding to floods in the Central region.

Document sent to the People's Committees of provinces and cities from Quang Tri to Da Nang; Ministries of National Defense, Agriculture and Environment, Public Security, Industry and Trade, Construction, Science and Technology, Health, Education and Training; Vietnam News Agency, Vietnam Television, Voice of Vietnam .

According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of December 3 to the end of the night of December 4, the area from the South of Quang Tri province to Da Nang city and the East of Quang Ngai province will have moderate to heavy rain with common rainfall from 70-150mm, locally very heavy rain over 250mm. Warning of the risk of heavy rain over 100mm/3 hours.

To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Steering Committee for Civil Defense requests the People's Committees of the above provinces and cities to closely monitor forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent: deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, at risk of floods, inundation, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites.

Provinces and cities arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs; inspect, review and deploy measures to ensure safety of key works, works under construction, small reservoirs that are full of water, mining areas, mineral exploitation; proactively operate reservoir discharge to prioritize flood reduction capacity for downstream areas; arrange standing forces ready to handle possible situations.

Localities proactively take measures to drain water to prevent flooding, protect production, industrial parks, urban areas, and residential areas; prepare forces, means, equipment, and necessities according to the "four on-the-spot" principle to be ready to respond to all situations, especially in areas at risk of being isolated; direct local radio, television, and mass media agencies to increase information on the developments of rain and floods to authorities and people at all levels to proactively prevent. At the same time, prepare forces and means for rescue when requested.

Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to floods.

Vietnam News Agency, Vietnam Television, Voice of Vietnam and mass media agencies from central to local levels increase information on flood developments to authorities at all levels and people to proactively respond.

The above units organize serious duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
