Site clearance for Component Project 1 - Coastal Road: Progress, but unable to be completed on time

QTO - According to the request of the Provincial People's Committee, the site clearance work of Component Project 1 - Coastal Road under the Coastal Road and Nhat Le Bridge 3 Project (referred to as the Project) must be completed and the entire remaining site must be handed over to the investor in November 2025, to ensure the project's construction progress. Although the compensation and site clearance work in the remaining localities has progressed well, it cannot be completed due to many difficulties and problems.

The Traffic Construction Investment Project Management Board (QLDA ĐTXDCTGT-under the Department of Construction), the unit assigned to manage the project, said: As of November 27, 2025, only 76.74/80km had their compensation plan approved (reaching 95.93%), of which 75.84/80km (reaching 94.8%) had been handed over.

Accordingly, the compensation and site clearance work of the Project still has some problems related to compensation for aquaculture farms; specific land valuation; procedures for resettlement land allocation, re-determination of land use origin due to disputes, land use right certificates, land valuation, assets on land managed by the Commune People's Committee; houses close to the site clearance markers... The remaining problems, although only account for a small proportion (4.16/80km), have greatly affected the construction implementation at the site due to the intermittent and discontinuous site clearance.

Specifically: The section through Hoa Trach commune (old Quang Trach district) is still stuck at the first 0.15km of the route, the remaining 5 households do not agree on the reason of low compensation price. The section through Quang Trach commune (old Quang Trach district) is stuck at 0.15km through Xuan Hoa village because the Pastoral Council has not yet relocated assets and structures (trees, huts). The section through Dong Trach commune (old Bo Trach district) is stuck at 0.5km in 7 households related to land compensation, cash compensation (has received property compensation, stuck at the construction of resettlement area has not been completed because of implementing procedures to adjust the local master plan at the intersection of National Highway 1); request to compensate the entire 3-storey house; request to recover more land and exchange land; have not agreed to the compensation plan.

Chairwoman of Cam Hong Commune People's Committee Tran Thi Ngoc Tram said that in the old Ngu Thuy Bac commune area, there is still 0.48/12.89km of land that has not been handed over because 11 households on the main route have not yet approved the compensation and support plan; currently there is no agreement on the plan, there are recommendations on land type, land price...; 1 household illegally built a construction on production forest land managed by the commune after July 1, 2014.

Similarly, in Sen Ngu commune (formerly Ngu Thuy commune), there is still 1.45/13.89km of land that has not been approved for compensation and support. In reality, there are still 2/13.89km of land that have not been handed over due to some problems such as: Not agreeing to receive compensation and support; not approving compensation and support plans...

Vice Chairman of Dong Hoi Ward People's Committee Nguyen Thang Long said that in the old Bao Ninh commune area, there is still a problem of the aquaculture farm of Phuc Thanh Joint Stock Company that has not been handed over for 0.88km because some assets and equipment serving aquaculture have not been valued yet...

The representative of the Department of Construction said: Although the project has reached 94.8% of the site handover volume, the remaining part, although small, is located in important locations, so it has directly affected the construction organization. Specifically, the sections still stuck with site clearance are scattered, making it difficult for contractors to organize continuous construction and machinery cannot straighten the route. Therefore, contractors are forced to perform construction in a "jumping" style.

According to contractors’ representatives, the construction is currently in its peak phase, but is facing difficulties because the site has not been handed over in a uniform manner due to many sections being stuck with site clearance. This interruption in construction affects the progress and may lead to the risk of difficulty in completing the project in 2025.

According to the confirmation of the Traffic Construction Project Management Board and the communes and wards, by December 1, 2025, the above-mentioned compensation and site clearance problems could not be resolved, so the site clearance work could not be completed in November 2025 as required by the Provincial People's Committee.

Faced with the above situation, the Department of Construction and localities are continuing to focus on coordinating efforts to thoroughly handle and complete each group of problems, each specific type of problem and each household... remaining in the site clearance with the determination to complete as soon as possible in December 2025 to avoid the project continuing to drag on into next year.
