
To promote the simplification of import-export procedures, the provincial authorities have deployed many solutions to modernize business processes, apply information technology, and comprehensive digital transformation. The VNACCS/VCIS automatic customs management system is operated at the branches, allowing businesses to declare, receive, and process electronic records at a much faster speed than before. Procedures for checking and monitoring goods are carried out online, minimizing direct contact, thereby limiting negativity, creating peace of mind and trust for the import-export business community.
From October 1, 2025, implementing the decentralization of the Ministry of Industry and Trade , the Department of Industry and Trade of Quang Ninh has deployed the issuance of 21 types of C/O to enterprises in the area. Of which, 15/21 C/O forms are done completely online at level 4, helping enterprises submit documents, monitor processing and receive results without having to go to state agencies.
The Department of Industry and Trade has also reported and received permission from the Ministry of Industry and Trade to extend the time for businesses to declare C/O to 20 hours per day (from 4 hours to 24 hours) and apply 7 days a week, including holidays and Tet. This is a major reform step, demonstrating flexibility and the spirit of accompanying businesses, especially in the context of increasing export demand and continuous supply chain operation. At the same time, the processing and issuance time for C/O in Quang Ninh continues to be shortened, to only 1-2 working hours, meeting the urgent requirements of export shipments.
The results of the implementation of decentralization have created clear efficiency. Specifically, before October 1, 2025, Quang Ninh processed an average of 1,500 sets of documents per month; after decentralization, the number has reached 3,900 sets, an increase of 160%. Mr. Tran Duc Hoa, representative of Binh Lieu Xanh Import-Export Company, said: In the past time, my unit has received very timely support from the Department of Industry and Trade and the functional agencies of the province in the process of implementing import-export procedures. The implementation of online C/O issuance, shortening the time for processing documents, has helped businesses significantly reduce costs and be more proactive in delivery plans, especially for shipments that need urgent customs clearance. Professional staff always provide detailed instructions and quickly answer questions, creating a sense of security for businesses. The unit hopes that the province will continue to promote digital transformation in import-export management, expand online consulting channels, strengthen connections with import-export markets, thereby helping businesses have more opportunities to expand production and business, improve competitiveness and expand markets.
In addition to reforming procedures, the Department of Industry and Trade actively supports businesses to take advantage of tariff incentives from FTAs that Vietnam has signed. In the first 10 months of 2025, 56 businesses were guided on rules of origin and procedures for exploiting incentives for new products such as seafood, knitted fabrics, flower tea, etc., thereby helping to expand the market and improve competitiveness, especially in markets requiring high standards. At the same time, trade promotion and trade connection activities continue to be strongly implemented under the direction of the Ministry of Industry and Trade on market diversification, avoiding dependence on a number of traditional markets. In the first 10 months of 2025, the province coordinated and sent 35 documents inviting businesses and associations to attend 23 fairs and 12 domestic and foreign trade delegations. The Department of Industry and Trade regularly updates policies, market information, new regulations on import and export... right from the beginning of the year, helping businesses promptly grasp developments and adjust production and business plans accordingly.

One of the important contents that the province also promotes is to expand international cooperation according to the Government's orientation on sustainable border economic development. To implement the activities, the Department of Industry and Trade has reported and submitted to the Provincial People's Committee for permission to sign a Framework Agreement with the Department of Commerce of the Guangxi Zhuang Autonomous Region (China) to promote the pilot construction of the Mong Cai - Dongxing Border Industry Cooperation Zone. This is considered one of the large and modern border cooperation models, promising to create a breakthrough in customs clearance of goods, logistics development, processing and international trade between the two localities.
Faced with fluctuations in global trade policies, especially the US's new tax policy on some imported goods from Vietnam, the Department of Industry and Trade has urgently compiled a list of 31 provincial enterprises that have trade transactions with the US market to provide timely information and guidance, helping enterprises proactively plan production and avoid risks in export. At the same time, the Department coordinates with Vietnamese Trade Offices abroad to connect, seek partners, and expand potential markets such as the EU, Japan, Korea, Canada, China, ASEAN and India, gradually reducing dependence on a single market, creating a more balanced and sustainable position in import and export activities.
The results achieved show Quang Ninh's strong determination in implementing the direction of the Government and the Ministry of Industry and Trade on improving the business environment, facilitating trade and enhancing competitiveness. In the coming time, the province aims to continue perfecting digital customs, effectively implementing level 4 public services, promoting comprehensive digital transformation in import-export management... Thereby, contributing to promoting import-export activities, economic development, and deep integration with the region and the world.
