
To promote the simplification of import and export procedures, the provincial authorities have implemented numerous solutions to modernize operational processes, apply information technology, and comprehensively transform the system. The VNACCS/VCIS automated customs management system is operational at the sub-departments, allowing businesses to declare, receive, and process electronic documents much faster than before. Inspection and monitoring procedures are conducted online, minimizing direct contact, thereby reducing corruption and fostering confidence among the import and export business community.
From October 1st, 2025, following the decentralization of the Ministry of Industry and Trade , the Quang Ninh Department of Industry and Trade has implemented the issuance of 21 types of Certificates of Origin (C/O) to businesses in the area. Of these, 15 out of 21 C/O forms are processed entirely online at level 4, allowing businesses to submit applications, track processing, and receive results without having to visit government agencies.
The Department of Industry and Trade has also reported to and received permission from the Ministry of Industry and Trade to extend the time for businesses to declare Certificates of Origin (C/O) to 20 hours per day (from 4 AM to 12 AM) and apply it 7 days a week, including holidays and Tet (Lunar New Year). This is a major reform, demonstrating flexibility and a spirit of partnership with businesses, especially in the context of increasing export demand and continuously operating supply chains. At the same time, the processing and issuance time for C/Os in Quang Ninh continues to be shortened, to only 1-2 working hours, meeting the urgent requirements of export shipments.
The decentralization process has yielded clear and effective results. Specifically, before October 1, 2025, Quang Ninh province processed an average of 1,500 dossiers per month; after decentralization, this number increased to 3,900, a 160% increase. Mr. Tran Duc Hoa, representative of Binh Lieu Xanh Import-Export Company, said: "In the past, my company received very timely support from the Department of Industry and Trade and other functional agencies of the province in carrying out import-export procedures. The implementation of online Certificate of Origin (C/O) issuance, shortening the processing time, has helped businesses significantly reduce costs and be more proactive in their delivery plans, especially for shipments requiring urgent customs clearance. Professional staff always provide detailed guidance and quickly resolve difficulties, creating a sense of security for businesses." The unit hopes that the province will continue to promote digital transformation in import and export management, expand online consulting channels, and strengthen connections with import and export markets, thereby helping businesses have more opportunities to expand production and business, enhance competitiveness, and broaden markets.
Besides procedural reforms, the Department of Industry and Trade actively supports businesses in taking advantage of tariff preferences from the Free Trade Agreements (FTAs) that Vietnam has signed. In the first 10 months of 2025, 56 businesses received guidance on rules of origin and procedures for exploiting preferential treatment for new products such as seafood, knitted fabrics, and flower tea, thereby helping to expand markets and enhance competitiveness, especially in markets requiring high standards. At the same time, trade promotion and business networking activities continued to be strongly implemented as directed by the Ministry of Industry and Trade on diversifying markets and avoiding dependence on a few traditional markets. In the first 10 months of 2025, the province coordinated and sent 35 invitations to businesses and associations to participate in 23 trade fairs and 12 trade delegations both domestically and internationally. The Department of Industry and Trade regularly updates policies, market information, and new regulations on import and export... right from the beginning of the year, helping businesses to keep abreast of developments and adjust their production and business plans accordingly.

One of the important areas promoted by the province is expanding international cooperation in line with the Government's orientation on sustainable border trade development. To implement this, the Department of Industry and Trade reported to and submitted to the Provincial People's Committee for approval the signing of a Framework Agreement with the Department of Commerce of Guangxi Zhuang Autonomous Region (China) to promote the pilot construction of the Mong Cai - Dongxing Border Industry Cooperation Zone. This is considered one of the large-scale and modern border cooperation models, promising to create a breakthrough in customs clearance, logistics development, processing, and international trade between the two localities.
In response to global trade policy changes, particularly the new US tariffs on certain imported goods from Vietnam, the Department of Industry and Trade has promptly compiled a list of 31 provincial businesses with trade transactions with the US market to provide timely information and guidance, helping businesses proactively plan production and avoid export risks. Simultaneously, the Department is coordinating with Vietnamese trade offices abroad to connect with and seek partners, expanding into potential markets such as the EU, Japan, South Korea, Canada, China, ASEAN, and India, gradually reducing dependence on a single market and creating a more balanced and sustainable import-export strategy.
The achievements demonstrate Quang Ninh's strong determination in implementing the directives of the Government and the Ministry of Industry and Trade on improving the business environment, facilitating trade, and enhancing competitiveness. In the coming period, the province aims to further improve digital customs, effectively implement level 4 public services, and promote comprehensive digital transformation in import and export management… thereby contributing to boosting import and export activities, economic development, and deeper integration with the region and the world.
