The remarkable feat of "final filtering"
The sixth thematic session of the 19th Provincial People's Council, term 2021-2026, held in February 2026, was successfully concluded with the unanimous approval of resolutions including: Adjusting the Tuyen Quang Provincial Planning for the period 2021-2030, with a vision to 2050; approving the list of land areas for bidding to select investors to implement investment projects using land in Tuyen Quang province; and deciding on the policy of converting forest land use to other purposes to implement the Project for the production and processing of 9 CHUM export wine and products from wine lees (phase 2). The session also considered and approved draft resolutions deciding on the policy of converting forest land use to other purposes to implement the Project for the renovation and upgrading of the revolutionary road from Tan Trao commune to Trung Yen commune, Tuyen Quang province.

To gain high consensus from delegates and meet voter expectations, behind these policy decisions lies a meticulous and detailed review process by the People's Council committees, the "final filters" that ensure the resolutions passed are correct, relevant, and feasible.
After reviewing the draft principles, criteria, and allocation norms for recurrent expenditure budgets in 2026 and public investment capital for the period 2026-2030, the Economic and Budget Committee pointed out several shortcomings. Specifically, the Committee recommended that the Provincial People's Committee and the drafting agency supplement explanations and clearly define the boundaries of bonus payments to ensure consistency with current regulations. In particular, from a practical perspective, the Committee suggested considering adjusting the budget reserve level from 2% to 3% for both provincial and commune-level budgets.
The review process is not limited to the economic and budgetary fields but is comprehensively implemented across legal, ethnic, cultural, and social sectors. Comrade Nguyen Van Viet, Head of the Ethnic Affairs Committee of the Provincial People's Council, stated: “In 2025, the Ethnic Affairs Committee reviewed two reports and 25 draft resolutions. These are all important decisions with profound impacts on the development of ethnic minority and mountainous regions.”
We focus intensely on evaluating the constitutionality, legality, necessity, feasibility, and resources for implementation of each policy. This includes conducting surveys in areas where policy beneficiaries reside, as well as consulting with localities that share similar conditions to the province. The Committee's review report not only assesses the policy but also provides insightful, multifaceted critiques, serving as a solid foundation for provincial People's Council delegates to discuss and make accurate decisions at the session.

The foundation for every policy decision.
According to the Standing Committee of the Provincial People's Council, the review of reports and draft resolutions submitted at the sessions has been given high priority by the Provincial People's Council's committees, ensuring quality and strict adherence to regulations. The People's Council committees and the Office of the National Assembly Delegation and People's Council closely coordinate with relevant departments and localities to survey and gather information for the review process; focusing on issues related to organizational restructuring, planning, supplementing the medium-term public investment plan, and adjusting investment policies to finalize key inter-regional projects, creating momentum for development and accelerating the disbursement of public investment capital according to schedule. Immediately after the session concludes, resolutions are issued to promptly institutionalize and create a legal framework for implementation.
It can be affirmed that the dedication, responsibility, and competence of the review agencies have created a solid legal framework. When the review process is carried out correctly and effectively, each resolution passed will truly become a driving force for the sustainable development of Tuyen Quang province, worthy of the trust that the people place in the local state power agencies.
