Removing obstacles to the nationwide rollout of E10 gasoline from June 1st.

On May 21st and 22nd, several newspapers, including Lao Dong, Phap Luat, Xay Dung, and Phap Luat TP. HCM, reported that the Ministry of Industry and Trade was seeking feedback on a draft Government Resolution aimed at removing obstacles and promoting the nationwide deployment of E10 bioethanol fuel from June 1st, 2026. The articles analyzed and commented on many positive aspects of the draft Resolution submitted by the Ministry of Industry and Trade to the Government.

The draft proposes several new mechanisms regarding infrastructure, quality control, pricing, and tax policies to incentivize businesses and consumers to switch to using biofuels.

According to the draft submitted by the Ministry of Industry and Trade to the Government , one of the notable points is the proposal to allow petroleum wholesalers to hire testing services from qualified units to check the quality of petroleum products, instead of being required to invest in their own testing laboratories as is currently the case.

In addition, the draft also proposes a mechanism for determining and announcing the base price for E10 gasoline from June 1, 2026.

Accordingly, the Ministry of Industry and Trade and the Ministry of Finance will coordinate to determine the components of the base price. The base gasoline price will be calculated based on the international market price of RON95, while the fuel ethanol price will be determined and announced by the Ministry of Finance.

Wholesale traders are responsible for reporting complete and truthful data related to ethanol, blending ratios, transportation costs, storage, and losses for the purpose of determining the base price, and are legally responsible for the accuracy of the data.

The draft proposes that the Government assign the Ministry of Finance to study adjustments to the special consumption tax and the environmental protection tax.

Binh Son Refining and Petrochemical Joint Stock Company (BSR), a member unit of the Vietnam National Energy and Industry Group (Petrovietnam), expects to produce and sell a stable output of 80,000 to 100,000 m³ of E10 RON 95 bioethanol gasoline per month.

To realize this supply target, the Dung Quat Refinery (directly managed and operated by BSR) is currently being maintained at optimal capacity to produce standard base gasoline for blending with fuel ethanol. Simultaneously, the integrated biofuel value chain within the Petrovietnam system has been synchronously activated thanks to the recovery and stable operation of the Dung Quat Biofuel Plant.

The Department of Domestic Market Management and Development has recently discovered nearly 2,000 fashion products suspected of being counterfeit versions of many well-known brands.

A team from the Department of Domestic Market Management and Development, in coordination with Market Management Team No. 20 of the Hanoi City Market Management Sub-department and the Dan Phuong Commune Police, recently conducted a surprise inspection of a large-scale fashion store belonging to Nhat Phuong Linh Co., Ltd. at 127 Tay Son Street, Dan Phuong Commune, Hanoi City.

At the time of inspection, inside the store, thousands of fashion products filled the shelves and display cases, ranging from handbags, wallets, and belts to clothing, hats, shoes, backpacks, and eyeglasses bearing many famous brands.

Speaking with a reporter from Tien Phong newspaper, a leader of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, said that they are closely monitoring the fee increases on e-commerce platforms and have requested that platforms review their policies to ensure transparency, reasonableness, a suitable roadmap, and to avoid putting unreasonable pressure on sellers.

Speaking with a reporter from Tien Phong newspaper, Mr. Hoang Ninh, Deputy Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, said that the management agency has received feedback from many businesses, households, and sellers regarding the recent increase in service fees on some e-commerce platforms.

According to Mr. Ninh, the increase in operating costs for online stores, product promotion, logistics, or product display can put significant pressure on sellers, especially small and medium-sized enterprises, household businesses, and new entrants to e-commerce.

However, the head of the Department of E-commerce and Digital Economy also stated that the fee adjustment is taking place in the context of platforms restructuring their operating models, optimizing costs, and gradually shifting from competing through subsidies to a more sustainable development direction.

The National Competition Commission said it is verifying information regarding adjustments to the fee policies of some e-commerce platforms.

Recently, the National Competition Commission of the Ministry of Industry and Trade has received reports regarding several e-commerce platforms adjusting and applying new fee policies for sellers on their platforms starting in May 2026, including Shopee and TikTok Shop.

According to market feedback and information, adjustments to fixed fees, transaction processing fees, and certain service fees could significantly impact the overall operating costs of sellers on the platform, thereby indirectly affecting consumer prices and the competitive environment in the e-commerce sector.

Based on the information and feedback received, and in fulfilling its function of state management regarding competition and consumer protection, on May 18th, the National Competition Commission issued a document requesting relevant businesses to provide information and documents for review and monitoring in accordance with competition law. Simultaneously, the Commission requested businesses to appoint representatives to work with the National Competition Commission to discuss and clarify several issues related to the application and adjustment of fee policies for sellers on the platform.

The National Competition Commission is also continuing to work with vendors and relevant entities to gather more information and assess the impact of the aforementioned fee policy adjustments by some digital platforms on the competitive environment, the operations of small and medium-sized enterprises, as well as the legitimate rights and interests of consumers in the digital environment in Vietnam.
