Approving the List of key projects and works in the energy sector

Deputy Prime Minister Bui Thanh Son has just signed Decision No. 2634/QD-TTg dated December 2, 2025 of the Prime Minister approving the List of important national works and projects, key to the energy sector.

The list of important national programs, works and projects, key to the energy sector under the direction of the State Steering Committee for important national programs, works and projects, key to the energy sector includes: 32 power source projects (21 thermal power plant projects; 9 hydropower plant projects; 2 offshore wind power projects); 7 LNG warehouse projects.

In addition, the list also includes 7 projects belonging to the gas-electricity project chain; a number of power line and transformer station projects (12 projects to connect and release power source capacity, 8 projects to increase electricity import, 14 projects to increase transmission capacity and supply electricity to large load areas); 1 petrochemical refinery project (Project to upgrade and expand Dung Quat Oil Refinery); 3 projects of industrial and renewable energy service centers between the South Central and South regions (High voltage underground cable manufacturing factory (HVDC) serving renewable energy projects; Industrial and renewable energy service center project in Ho Chi Minh City; Khanh Hoa industrial and renewable energy service center).

According to the list, the power source projects include: Quang Ninh LNG Thermal Power Plant; Hai Phong LNG Thermal Power Plant Phase 1; Hai Phong LNG Thermal Power Plant Phase 2; Thai Binh LNG Thermal Power Plant; Nghi Son LNG Thermal Power Plant; Cong Thanh LNG Thermal Power Plant; Quynh Lap LNG Thermal Power Plant; Vung Ang III LNG Thermal Power Plant; Quang Trach II LNG Thermal Power Plant; Quang Trach III LNG Thermal Power Plant; Hai Lang LNG Thermal Power Plant Phase 1; Ca Na LNG Thermal Power Plant; Hiep Phuoc LNG Thermal Power Plant Phase 1; Hiep Phuoc LNG Thermal Power Plant Phase II; Long Son LNG Thermal Power Plant; Long An 1 Thermal Power Plant; Long An II Thermal Power Plant; Bac Lieu LNG Thermal Power Plant; Long Phu 1 Thermal Power Plant; Ninh Thuan 1 Nuclear Power Plant; Ninh Thuan 2 Nuclear Power Plant.

Hydropower plant projects: Tri An Hydropower Plant Expansion; Bac Ai Pumped Storage Hydropower Plant; Don Duong Pumped Storage Hydropower Plant (unit 1); Don Duong Pumped Storage Hydropower Plant (units 2, 3); Tuyen Quang Hydropower Plant Expansion; Ban Chat Hydropower Plant Expansion; Huoi Quang Hydropower Plant Expansion; Lai Chau Hydropower Plant Expansion; Son La Hydropower Plant Expansion.

Offshore wind power projects include projects in the South Central Coast Offshore Wind Power Development Area 1 (South Central Coast Offshore Wind Power 1.1; South Central Coast Offshore Wind Power 1.2; South Central Coast Offshore Wind Power 1.3; South Central Coast Offshore Wind Power 1.4) and the Offshore Wind Power Export Project from Vietnam to Singapore and Malaysia.

LNG warehouse projects include: Quang Ninh Power Plant LNG Warehouse Project; Thai Binh Power Plant LNG Warehouse; Nghi Son Power Plant LNG Warehouse; Hai Lang Power Plant LNG Warehouse Phase 1; Ca Na Power Plant LNG Warehouse; Bac Lieu Power Plant LNG Warehouse (Phase 1); North Central Coast LNG Warehouse (Vung Ang LNG Warehouse) Phase 1.

The Prime Minister requested that during the implementation process, if amendments or supplements are needed, the Ministry of Industry and Trade shall review, synthesize opinions, propose adjustments and supplements to the list in accordance with actual requirements, and submit them to the Prime Minister for consideration and decision.

This Decision takes effect from December 2, 2025 and replaces Decision No. 270/QD-TTg dated April 2, 2024 of the Prime Minister approving the List of important national programs, works and projects, key to the energy sector./.
