Infrastructure "leads the way"

Identifying socio-economic infrastructure works as having extremely important significance in the local development process, in recent times, Hoan Lao commune has promoted emulation movements, concretized and applied many different capital sources to invest in building synchronous and modern infrastructure.

Mr. Bui Quoc Thanh, Head of the Economic Department of Hoan Lao Commune, said: In the period of 2021-2025, many important infrastructure projects were implemented in the commune with a total investment of up to thousands of billions of VND. The completed works and projects put into use have been effective, contributing to promoting socio-economic development and improving the material and spiritual life of the people.

According to Mr. Bui Quoc Thanh, the locality has identified the transport network as the lifeline of the socio-economic development, therefore, in recent times, the Party Committee and People's Committee of Hoan Lao commune have given top priority to this field. With capital sources from the Central, the province and the local budget, Hoan Lao commune has invested in and upgraded many key transport routes, creating conditions for people to trade and develop the socio-economic development.

Currently, the locality is speeding up the progress to complete 2 traffic routes including: The route from Provincial Road 561 to Song Truoc Bridge, 32m wide, 3.4km long, with a total investment of more than 100 billion VND and the route connecting the coastal road to the East branch of Ho Chi Minh Road, 9-32m wide, 14km long, with a total investment of 180 billion VND. These are considered 2 dynamic routes, connecting the region, preventing floods and opening up many new development spaces for Hoan Lao.

Mr. Duong Van Toai, in Lang-Tay Trach village, where the new road opens, shared: “In the past, every time there was a heavy rain, the road connecting Tay Trach commune (old) with Hoan Lao center was often deeply flooded, cut off, people had to travel on the railway which was very dangerous. Now, with this new road, people can transport goods and agricultural products conveniently and smoothly; students can go to school easily, everyone is happy and excited”.

In particular, the North-South Expressway project, component project 1 - part of the coastal road project passing through the commune has also been basically completed, connecting the local transport system in a synchronous and modern direction, opening up opportunities to exploit all potentials, especially the potentials and advantages of the marine economy and tourism in the commune.

Along with promoting emulation movements, Hoan Lao commune also mobilized many resources, invested in, upgraded and expanded many rural and inner-city roads, creating favorable conditions for the locality to accelerate urbanization and build advanced new rural areas.

Motivation for the new phase

In the period of 2026-2030, Hoan Lao commune strives to become a developed commune of the province. To achieve this goal, the Party Committee of Hoan Lao commune identifies the development of synchronous and modern socio-economic infrastructure as a key task and strategic breakthrough. In particular, the commune continues to promote emulation movements, prioritizing resources to invest in transport infrastructure, irrigation, urban areas, digital infrastructure, social infrastructure and building new rural areas and advanced new rural areas in the direction of "modern - green - sustainable".

Mr. Nguyen Van Tu, Chairman of Hoan Lao Commune People's Committee, said: Hoan Lao has a natural area of 99.03 km², a population of 43,554 people, including 42 villages and residential groups. After the merger, the development space and population size of the commune were expanded, creating favorable conditions for re-planning the socio-economic development space associated with the urbanization process and building advanced new rural areas.

Therefore, the locality will soon complete the review and adjustment of the General Planning of Hoan Lao Commune for the period 2021-2030, with a vision to 2050, ensuring compliance with provincial planning, regional planning, sectoral planning, and field planning. Accordingly, Hoan Lao Commune will develop in the direction of sustainable and modern urbanization, linked to the national traffic corridor (National Highway 1, North-South Expressway, etc.). In particular, Hoan Lao is identified as the central location of the region, the connecting point between the coastal plain area and the world natural heritage space of Phong Nha - Ke Bang.

Identifying transport infrastructure as the driving force, Hoan Lao commune prioritizes the implementation of strategic projects that play a role in connecting the region, creating an economic - urban - tourism development axis. Along with that, the locality focuses on completing the commune's administrative center in a civilized and modern direction, expanding towards the sea.

Along with physical infrastructure, digital infrastructure is identified by Hoan Lao commune as an important pillar in urban management, production - business and improving people's lives. In the coming time, Hoan Lao will continue to promote digital transformation; use online public services in all areas of social life; encourage production and business establishments to participate in e-commerce platforms and cashless payments.
