New regulations on mandatory connection and data sharing between state agencies

(Chinhphu.vn) - The Government has just issued Decree No. 278/2025/ND-CP dated October 22, 2025, regulating the mandatory connection and sharing of data between agencies in the political system.

By December 31, 2026 at the latest, the mandatory connection and sharing of data between agencies within the political system will be implemented uniformly through the Data Sharing and Coordination Platform.

The Decree, comprising 5 chapters and 25 articles, regulates mandatory data sharing and connectivity activities between agencies within the political system from the central to local levels, ensuring the readiness for data connection and sharing; the national data architecture framework, the national data governance and management framework, and a shared data dictionary.

This Decree applies to ministries, ministerial-level agencies, government agencies, central agencies of political organizations, the Supreme People's Procuracy , the Supreme People's Court, the State Audit Office, the Office of the President, the Office of the National Assembly, central agencies of the Vietnam Fatherland Front, People's Committees at all levels (hereinafter referred to as ministries, central agencies, and localities), agencies, organizations, and individuals involved in activities directly or related to connecting and sharing data between databases and the National Data Architecture Framework, the National Data Governance and Management Framework, and the Common Data Dictionary.

It is mandatory to integrate, synchronize, and utilize national master data when building, updating, or operating databases and information systems.

According to the Decree, national master data refers to master data that is connected, shared, exploited, and used jointly by Party and State agencies, the Vietnam Fatherland Front Committee, and political and social organizations.

Integrating, synchronizing, and utilizing national master data is mandatory for agencies and organizations within the political system when building, updating, or operating databases and information systems.

The source of national master data is established or initiated on the principle of a single, trusted data source. A piece of data has only one reliable source.

Master data is established or initialized from a set of identification keys. The Minister of Public Security publishes the national master data catalog on the shared data dictionary system, based on agreement with agencies within the political system.

The Ministry of Public Security issues key identifiers for master data and builds, manages, operates, and updates the national master data catalog, ensuring accuracy, consistency, and technical interoperability.

Regarding specialized master data (which is master data that is connected, shared, exploited, and used internally within Party and State agencies, the Vietnam Fatherland Front Committee, and political and social organizations), the Decree stipulates that ministries and central agencies are responsible for identifying, publishing, and updating their specialized master data sets and integrating them into the Common Data Dictionary System.

Specialized master data must ensure compliance with the principles stipulated in Clause 4, Article 5 of this Decree and must be scalable, integrated, interconnected, and accessible with national master data.

The Ministry of Public Security is responsible for providing technical guidance, inspection, and supervision of the construction, updating, and use of specialized master data to ensure consistency and the ability to integrate and retrieve data across the entire system.

Methods for connecting, sharing, accessing, and using mandatory data

The decree stipulates that the mandatory connection and sharing of data between databases must be carried out uniformly and synchronously, in compliance with the National Data Architecture Framework, the National Data Governance and Management Framework, and the Common Data Dictionary.

The required methods for connecting and sharing data include:

a) The information system of the data-using agency connects with the information system of the data-sharing agency to query data through the Data Sharing and Coordination Platform. The Data Sharing and Coordination Platform performs authentication and authorization for data exchange between the two parties. (Data sharing connection on demand);

b) The information system of the data-sharing agency synchronizes part or all of its data with the information system of the data-using and exploiting agency through the Data Sharing and Coordination Platform;

c) The information system of the data-sharing agency synchronizes data to the National Integrated Database through the Data Sharing and Coordination Platform to facilitate coordination for agencies using and exploiting the data;

d) Sharing data that is packaged and stored on information storage media.

An Agent Node is a component of a data sharing and orchestration platform that secures the connection point for exchanging and sharing data between databases and information systems, including:

a) Ministries, central and local agencies shall establish direct connections to the Data Sharing and Coordination Platform through Agent Nodes located within their respective ministries, central and local agencies;

b) Data sharing platforms at the ministerial, central, and local levels connect directly to the Data Sharing and Coordination Platform through Agent Nodes located at ministries, central and local agencies;

c) Forms of data connection and sharing, and other databases of ministries, departments, and localities directly connect to the Data Sharing and Coordination Platform through Agent Nodes located at ministries, departments, and localities;

d) The Agent Node establishes a connection with the data sharing and coordination platform located at ministries, departments, and localities, which is set up, configured, and installed by the National Data Center.

List of databases that require connection

The decree stipulates the list of databases that are required to be connected and shared, including:

1. National databases must be connected, synchronized, shared, and data exploited within the political system in compliance with laws on data, personal data protection, and other relevant laws.

2. National databases and key specialized databases prioritized for implementation as listed in Appendix I must be connected, synchronized, and shared to facilitate the exploitation and use of common data.

3. Databases belonging to agencies within the political system are required to be connected and shared in accordance with the provisions of Appendix II issued with this Decree.

4. The Ministry of Public Security shall update, adjust, and supplement the results of connecting and sharing databases into the shared data dictionary system.

Data that must be connected, shared, exploited, and used includes:

1. All master data, shared data of databases belonging to ministries, central and local agencies, and other data specified in Clause 1, Article 34 of the Data Law must be connected, shared, and synchronized with the National Integrated Database so that the Ministry of Public Security can coordinate with ministries, central and local agencies through the Data Sharing and Coordination Platform.

2. Data used for resolving administrative procedures, providing public services, and supporting the direction and management activities of ministries, central and local agencies must be connected, shared, and synchronized with the National Integrated Database so that the Ministry of Public Security can coordinate with ministries, central and local agencies through the Data Sharing and Coordination Platform.

3. Data classified as state secrets shall be connected and shared in accordance with the law on the protection of state secrets and the law on cryptography.

This Decree takes effect from the date of signing (October 22, 2025); it replaces Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on the management, connection and sharing of digital data of state agencies.

Ministries, central and local agencies must standardize data, issue lists of specialized master data, open data lists, and lists of common data in accordance with the National Data Architecture Framework, the National Data Governance and Management Framework, and the Common Data Dictionary for the databases specified in Appendix I of this Decree before December 30, 2025.

For databases and information systems that have been standardized according to the regulations in this Decree, data connection and sharing must be implemented through the Data Sharing and Coordination Platform. For the remaining databases and information systems, standardization according to the regulations in this Decree must be completed before December 31, 2026.

By December 31, 2026 at the latest, the mandatory connection and sharing of data between agencies within the political system will be implemented uniformly through the Data Sharing and Coordination Platform.
