Reporting at the meeting on the development of the Government's draft Decree on the establishment of an international financial center in Vietnam, Deputy Minister of Finance Nguyen Thi Bich Ngoc said that, implementing the provisions of the Law on Promulgation of Legal Documents and related guiding documents, the Ministry of Finance has sent documents to collect comments from ministries, branches and 2 localities on the draft Decree. At the same time, the Ministry of Finance has sent a document to the Ministry of Justice asking for comments on the proposal to develop the Decree. Meetings and seminars have been organized to collect additional comments and complete the draft Decree dossier.
Based on the appraisal opinions of the Ministry of Justice and relevant units, the Ministry of Finance has supplemented, revised and completed the draft Decree dossier, submitted to the Government in Submission No. 722/TTr-BTC dated October 13, 2025.
At the meeting, leaders of relevant ministries and branches discussed and gave opinions on the contents of the draft Decree, especially the content in which the Ministry of Finance asked for the Government's opinions regarding different proposed options on the legal status of the executive agency and the supervisory agency of the international financial center.
Concluding the meeting, Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of Finance to absorb opinions at the meeting, as well as continue to seek opinions from experts, especially international experts, to supplement and perfect the draft Decree.
At the same time, the Permanent Deputy Prime Minister also gave specific opinions on the proposed options for the international financial center supervisory agency based on a clear analysis of the functions, tasks, advantages and limitations of each option.

Implementing the National Assembly's Resolution on the international financial center in Vietnam, the Prime Minister issued Decision No. 1646/QD-TTg dated August 1, 2025 to establish the Steering Committee on the international financial center in Vietnam and the Steering Committee issued an action plan, in which ministries and branches were assigned to develop 8 decrees.
The 8 decrees are: Decree regulating the establishment of international financial centers in Vietnam; Decree guiding financial policies in international financial centers in Vietnam; Decree regulating the licensing of establishment and operation of banks, foreign exchange management, anti-money laundering, anti-terrorism financing, anti-funding of proliferation of weapons of mass destruction in international financial centers in Vietnam;
Decree guiding policies on import and export, distribution of goods and services, trading floors, trading platforms in international financial centers; Decree guiding labor, employment and social security in international financial centers;
Decree guiding land, construction and environmental policies in international financial centers; Decree regulating international arbitration centers under international financial centers and the application of laws and dispute resolution at international financial centers; Decree guiding residence and immigration policies in international financial centers
