
Deputy Head of the Government Office Mai Thi Thu Van said that to implement Resolution No. 222 of the National Assembly, the Prime Minister issued Decision No. 1646/QD-TTg to establish the Steering Committee on the International Financial Center in Vietnam. On August 1, 2025, the Steering Committee issued the action plan Decision No. 114/QD-BCĐTTTC, assigning ministries and branches to develop 8 decrees. Of which, the Ministry of Finance presided over the development of 2 decrees, the State Bank of Vietnam, the Ministry of Industry and Trade, the Ministry of Home Affairs, the Ministry of Agriculture and Environment, the Ministry of Justice, and the Ministry of Public Security each developed 1 decree.
Up to now, 5 decrees have been submitted to the Government, including the Decree on the International Arbitration Center under the International Financial Center and the application of laws and dispute resolution at the International Financial Center ( Ministry of Justice presides); Decree guiding land and environmental policies in the International Financial Center in Vietnam (Ministry of Agriculture and Environment presides); Decree guiding labor, employment and social security in the International Financial Center (Ministry of Home Affairs presides); Decree regulating the licensing of establishment and operation of banks, foreign exchange management, anti-money laundering, anti-terrorism financing, anti-proliferation financing of weapons of mass destruction at the International Financial Center in Vietnam (State Bank of Vietnam presides); Decree regulating the establishment of the International Financial Center in Ho Chi Minh City and Da Nang City (Ministry of Finance presides).
The Decree guiding the policies on import and export, distribution of goods and services, trading floors, and trading platforms in the International Financial Center (chaired by the Ministry of Industry and Trade) has been appraised by the Ministry of Justice. In the appraisal report, the Ministry of Justice commented that the Decree does not contain any content contrary to the Party's policies and guidelines, and basically ensures legality and consistency with the legal system; the procedures for drafting the Decree are basically in accordance with the provisions of the Law on Promulgation of Legal Documents. The Decree is eligible to be submitted to the Government after being researched, explained, received, revised, and completed according to the opinions stated in the appraisal report.
The Decrees guiding financial policies in the International Financial Center in Vietnam (presided over by the Ministry of Finance) and the Decrees guiding residence and immigration policies in the International Financial Center in Vietnam (presided over by the Ministry of Public Security) are in the process of being built and completed.
According to Ms. Mai Thi Thu Van, for the decrees that have received comments from Government members, the Government Office will coordinate with ministries and branches to soon complete and report to the Government leaders. For the contents that still have different opinions (such as the issue of management and supervision of the International Arbitration Center in the Decree of the Ministry of Justice), the Government Office requests the Ministries to proactively coordinate and unify opinions to submit to the Government a feasible, effective, synchronous plan, consistent with Resolution No. 222/2025/QH15.
At the meeting, ministries and branches reported specifically on the status of drafting the decree, outstanding issues and proposed solutions.

Permanent Deputy Prime Minister Nguyen Hoa Binh said that Resolution 222 will take effect from September 1, 2025. The development of decrees is of great importance and significance, creating a legal foundation for implementing the Resolution. The scale of these decrees can also be considered as laws; if not done carefully and with poor quality, consequences and problems will arise, and outstanding and breakthrough mechanisms will not be created. Therefore, the requirement for the development of these draft Decrees is to ensure the best quality, meeting the set goals and requirements.
The First Deputy Prime Minister stated that the draft decrees are under the responsibility of each ministry or sector, and that ministry or sector is responsible for receiving comments and contributions for supplementation and completion. Once the draft decrees have been supplemented and completed by the drafting agency, they must be carefully appraised in accordance with legal regulations and procedures.
Emphasizing that Ho Chi Minh City and Da Nang are the two localities directly implementing, the Deputy Prime Minister requested that the two cities review and carefully read the contents of the draft decrees to participate and contribute opinions, "as those directly implementing and enforcing, you must study carefully; you must see what is good, what is not good, what is still stuck, what is open, what is not open... to participate and contribute opinions".
According to Deputy Prime Minister Nguyen Hoa Binh, after the draft decrees are completed by the ministries and branches, the Government will hold a thematic meeting to give opinions on these drafts. The Minister or Head of each ministry or branch will report on the decrees.
