On the afternoon of October 14, 2025, in Hanoi, the Ministry of Science and Technology (MOST) held a conference to disseminate and guide the implementation of the National Digital Architecture Framework. Deputy Minister Pham Duc Long chaired the conference with the participation of representatives of information technology agencies of central ministries, branches and Departments of Science and Technology .
Overview of the Conference.
Speaking at the Conference, Deputy Minister Pham Duc Long emphasized that the promulgation of the National Digital Architecture Framework is a task stipulated in the Law on Electronic Transactions, followed by detailed instructions in Decree 194/2025/ND-CP of the Government .
Previously, the Ministry of Science and Technology had issued reference frameworks according to the old model, which were mainly general guidelines and not specific enough to ensure connectivity and synchronization throughout the entire political system.
According to Regulation No. 05-QD/BCDDTW dated August 27, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development, the Ministry of Science and Technology is assigned to issue the National Digital Architecture Framework in September 2025. Accordingly, the Framework is built on the spirit of ensuring connectivity, synchronization, clearly defining shared platforms from the Central to local levels; localities can invest in implementation on a unified basis, avoiding duplication and waste.

The Deputy Minister said that this is the first time the entire political system, including the National Assembly, Government, Fatherland Front, Courts, etc., has a unified architectural framework, ensuring connectivity and sharing of platforms according to the principle that "what has been done at the Central level does not need to be done again at the local level".
The Ministry of Science and Technology will issue detailed instructions so that ministries, branches and localities can rely on this framework to immediately deploy or update and supplement the existing framework.
Regarding related institutions, the Government has issued Decree 194/2025/ND-CP, which includes provisions on the National Data Architecture Framework. Although the Law on Electronic Transactions assigns the Ministry of Science and Technology to preside over the promulgation of the overall architecture framework, in the upcoming draft Law on Digital Transformation, this content will be stipulated for the Prime Minister to promulgate consistently, ensuring synchronization with the National Data Framework.
The Deputy Minister requested that ministries and branches decide to implement the assigned tasks; if the ministries and branches do not do it, the localities cannot implement it.
The Deputy Minister pointed out that implementing the National Digital Architecture Framework is an important part of Plan No. 02-KH/BCĐTW of the Central Steering Committee towards a unified governance model, based on data and artificial intelligence, with people at the center.

The framework is considered a "master blueprint", identifying shared, core components for agencies in the political system to ensure connectivity, synchronization, and seamless data sharing.
The National Digital Architecture Framework is designed in four layers, including: Digital infrastructure and cybersecurity; Core data and platforms; Shared applications and operations; Interaction channels and performance measurement.
Regarding implementation, the National Digital Transformation Agency outlined a 3-phase roadmap, from short-term, medium-term to long-term, with specific tasks for agencies from central to local levels.
During the discussion, representatives of ministries, branches and localities discussed the implementation roadmap, data infrastructure, network security, and coordination mechanism; and proposed to soon issue detailed instructions for localities to synchronously deploy, avoiding duplicate investment in shared platforms./.
