Looking back in August 1995, at the First Quality Conference, former Vice President Nguyen Thi Binh initiated the quality productivity movement, laying the first "brick" for the journey to promote businesses to apply improvement tools and management systems in production and business.
After the Quality Decade (1996-2015) ended; Program 712 on improving productivity and quality of products and goods of Vietnamese enterprises until 2020 (2010-2020 period) continued its mission. Currently, the National Program to support enterprises in improving productivity and quality of products and goods (2021-2030 period) is being implemented, opening up a new step of development to make productivity and quality activities the foundation of the national digital transformation process.

According to the Report on the implementation results of the first 5 years of Program 1322, the Ministry of Science and Technology has implemented support for enterprises to improve productivity and quality of products and goods, focusing on prioritizing support for innovative solutions, improving productivity and quality integrated with digitalization, digital transformation, and smart manufacturing for enterprises in a number of key economic sectors, specifically:
Completed research, created a database for analysis, applied artificial intelligence (AI) to the production preparation stage in garment factories to support the improvement of productivity and quality of garment enterprises. Successfully tested the application for the sewing preparation stage at a number of large-scale companies with the result of reducing 30%-45% of labor time in the garment production preparation process. Supported a number of large enterprises to optimize resources and costs, increase the efficiency of the production and business process through the application of the MES (Manufacturing Execution System) production management system.
Support 308 enterprises to apply innovative solutions to improve productivity and quality such as: ISO 45001 standard - occupational health and safety; ISO 27001 standard - information security; application of Lean tools integrated with digitalization in outpatient medical examination and treatment services; Lean application suitable for the characteristics of enterprises producing and processing products from natural rubber and wood; ISO 31000 standard - risk management;... in which the number of supported enterprises of medium and large scale accounts for about 45% of the total number of supported enterprises. At the same time, local ministries and branches have also actively supported more than 6,410 enterprises to improve productivity and quality of products and goods through Program 1322 and integrated with other socio -economic development programs and plans.
In general, supporting businesses to apply standards, technical regulations, management systems, and improvement tools to improve productivity and quality has brought positive results through a number of productivity and quality indicators achieved by comparing before and after support at the business, specifically: equipment efficiency (OEE) increased by 20%; inventory value decreased by 45%; order delay rate decreased by 44%; labor productivity increased by over 30%; helping to save over 10% of production and business costs;...
Chairman of the National Committee for Standards, Metrology and Quality Nguyen Nam Hai affirmed that, as the standing agency of the program, the National Committee for Standards, Metrology and Quality has closely coordinated with ministries and branches across the country to develop plans, guide and organize the synchronous implementation of the Program's tasks and solutions, creating a wide spread level.
Mr. Hai also emphasized restructuring and innovation in thinking, focusing on building a close connection between the "3 houses": State - school, research institute - enterprise. Research and training results from universities need to be applied in practice to solve specific problems of enterprises.
“The ultimate goal of the program is not only to complete administrative targets but also to create real growth momentum, contributing to the Government’s double-digit growth target. The Committee and the host agency are committed to working with experts to develop a new, more practical and effective action plan in the coming period,” Chairman Nguyen Nam Hai emphasized.
