Industrial Promotion Conference of Central Highlands and Central provinces and cities

On the afternoon of December 4, in Da Nang City, the 14th Industrial Promotion Conference of provinces and cities in the Central - Central Highlands region in 2025 took place with the participation of 150 delegates from the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ), leaders of the Departments of Industry and Trade, Industrial Promotion Centers of 11 provinces and cities in the Central - Central Highlands region, representatives of Departments, branches, communes and wards in Da Nang City, and rural industrial establishments.

Speaking at the opening of the conference, Ms. Do Thi Minh Tram, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) expressed her deep sympathy to the authorities and people of some provinces and cities in the Central Highlands region that have just experienced storms and floods that caused a lot of damage to people and property. “The difficulties and losses in the past time have been huge, directly affecting people's lives as well as production and business activities of rural industrial establishments. Today's conference will be an opportunity for us to share experiences, strengthen connections, and contribute to supporting production establishments to quickly stabilize operations and recover and develop in the coming time, ” said Ms. Do Thi Minh Tram.

According to the leader of the Department of Innovation, Green Transformation and Industrial Promotion, this is the 14th time the Industrial Promotion Conference of provinces and cities in the Central Highlands - Central region has been held. Compared to previous regional industrial promotion conferences, the 2025 conference recorded the participation of three more localities including Thanh Hoa, Nghe An and Ha Tinh , thereby expanding the scope of coordination and strengthening regional connectivity in implementing industrial promotion activities in the Central Highlands - Central region. This conference aims to evaluate the results achieved, advantages and difficulties of industrial promotion work in 2024, 11 months of 2025 and propose solutions to complete the 2025 plan.

Faced with intertwined opportunities, advantages and challenges, the Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion proposed that the Conference focus on discussing three main groups of issues. Accordingly, assessing the advantages and difficulties in perfecting the organizational structure of public service units performing industrial promotion tasks in localities after merging provinces and cities and implementing the two-level local government organization model.

In addition, assess the impact of current industrial promotion policies on rural industrial establishments in the area; focus on assessing existing limitations in the implementation process; propose solutions to complete the industrial promotion plan for 2025; exchange experiences and valuable lessons learned from the practice of organizing and implementing industrial promotion activities.

In addition, discuss and propose practical contents to continue innovating to improve the effectiveness of direction and administration, strengthen coordination between the Central and local levels in industrial promotion work; focus on solutions on mechanisms and policies; public services and career activities in the field of industrial promotion; cluster and regional linkage activities between localities...

Deputy Director of the Department of Industry and Trade of Da Nang City Do Thi Quynh Tram said that industrial promotion continues to affirm its role as an important policy tool of the State in supporting the development of rural industrial production.

In her welcome speech at the Conference, Ms. Do Thi Quynh Tram, Deputy Director of the Department of Industry and Trade of Da Nang City, sent her condolences to the rural industrial establishments affected by the recent storms and floods.

According to the leader of the Department of Industry and Trade of Da Nang, the Central Highlands region is a place with many outstanding advantages and conditions for developing industry and services in the cause of industrialization and modernization of the country.

In the context of the volatile regional and global economy, the Central localities are still striving to overcome difficulties and maintain stable growth. Industrial promotion has continued to affirm its role as an important policy tool of the State in supporting the development of rural industrial production, contributing to promoting economic restructuring, creating jobs, increasing income and sustainable development.

In Da Nang City, the Department of Industry and Trade and the Da Nang Center for Industrial Promotion and Trade Promotion have effectively implemented local industrial promotion programs; in which, the policy of developing souvenir products for tourism has been maintained and affirmed as a typical direction, contributing to spreading the cultural and tourism identity of the city.

The leader of the Department of Industry and Trade of Da Nang City said that, in addition to evaluating the results of industrial promotion work in 2024 and 11 months of 2025, the Conference is an opportunity to meet, exchange and share lessons learned from state management of industrial promotion and effective solutions in industrial promotion activities, especially models associated with digital transformation, green economic development, and circular economy according to the requirements of the new era. This is also an opportunity for localities to discuss orientations for content, mechanisms, and implementation of new policies for the period 2026 - 2030; especially how beneficiaries of industrial promotion will be adjusted in the coming time.

At the conference, representatives of the Departments of Industry and Trade and industrial promotion centers of the Central Highlands provinces discussed and proposed many contents on industrial promotion activities such as soon having guidelines on industrial promotion according to Decree No. 235/2025/ND-CP dated August 27, 2025 amending and supplementing a number of articles of Decree No. 45/2012/ND-CP dated December 21, 2012 of the Government on industrial promotion; promoting activities and increasing support for industrial promotion to create momentum for rural industrial development; regulations on public investment and bidding for a number of industrial promotion activities....

On the afternoon of December 4, in Da Nang City, the Department of Innovation, Green Transformation and Industrial Promotion in coordination with the Department of Industry and Trade of Da Nang organized the 14th Conference on Industrial Promotion of Provinces and Cities in the Central - Central Highlands region in 2025.
