Promoting the effectiveness of 'seed capital' for industrial promotion

On the afternoon of December 4, in Da Nang City, the 14th Industrial Promotion Conference of provinces and cities in the Central Highlands region in 2025 took place.

Regarding the results of industrial promotion activities in 2024 and implementation in 11 months of 2025, the Department of Innovation, Green Transformation and Industrial Promotion said that in the Central Highlands region, in 2024, national industrial promotion activities will not be implemented but local industrial promotion activities will be organized with a total implementation cost of VND 43,735 billion, reaching 84.06% of the plan (VND 52,026 billion).

In 2025, the total approved industrial promotion support budget plan of provinces and cities in the Central Highlands - Central region is 60,840 billion VND, an increase of more than 16.94% compared to the 2024 plan. Of which, local industrial promotion is 49,465 billion VND, national industrial promotion is 11,375 billion VND.

The total regional budget has reached 47,017 billion VND, reaching 77.27% of the 2025 plan, equal to 133.59% of the same period. Accordingly, the national industrial promotion budget has implemented 7,775 billion VND, reaching 12.77% of the yearly plan; the local industrial promotion budget has implemented 39,242 billion VND, reaching 64.5% of the yearly plan.

Industrial promotion support focuses on six main contents. Firstly, building technical demonstration models; transferring technology and applying advanced machinery, scientific and technical advances in industrial and handicraft production; building pilot models on applying cleaner production, building environmental pollution treatment systems for rural industrial establishments.

Second, developing rural industrial products. Third, joint ventures, associations, participation in industry clusters, value chains, investment cooperation to develop industrial clusters. Fourth, developing quality human resources, improving management capacity, consulting, and assisting rural industrial establishments.

Fifth, consulting on information on rural industrial development and communication work. Sixth, improving the capacity of organizations to implement industrial promotion activities.

At the conference, Mr. Hoang Xuan Phong - Director of Thanh Hoa Industry and Trade Promotion Center said that in the period of 2021 - 2025, Thanh Hoa province has implemented 85 industrial promotion projects with a total support budget of more than 29 billion VND.

The above funding source acts as "seed capital" that has activated hundreds of billions of dong in counterpart capital from organizations and individuals participating in production, creating a strong ripple effect in the rural business community.

According to the records, the industrial promotion capital sources were used in the right focus, focusing on supporting the application of advanced machinery, equipment, and production lines. Thereby, promoting the development of craft villages and rural industries; trade promotion activities and market connection helped Thanh Hoa rural industrial products expand their consumption channels, improve their competitiveness and build a solid brand.

In the coming time, Thanh Hoa Industry and Trade Promotion Center will advise the Provincial People's Committee to complete the legal framework on industrial promotion, build a special coordination mechanism between the Industry and Trade Promotion Center, Department of Industry and Trade and commune-level authorities. Especially, strengthen cooperation programs, regional linkage in industry and trade promotion and technology transfer.

Speed up the progress of the national industrial promotion project

Concluding the conference, Ms. Do Thi Minh Tram - Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion requested localities to focus resources and speed up the implementation of the national industrial promotion program.

Currently, the program has only implemented 7,775 billion VND, reaching 12.77% of the annual plan. This is a low level compared to many previous years. Therefore, it is recommended that the Industrial Promotion Centers make efforts and try to complete the projects assigned in the year-end adjustment period in December 2025. At the same time, use the industrial promotion funds for the right subjects, for the right purposes and effectively.

In the first quarter of 2026, the department will submit to the ministry's leaders new information on implementing Decree 235 of the Government. Therefore, localities need to urgently develop and promulgate local industrial promotion programs for the period 2026 - 2030.

The Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion suggested that localities continue to pay attention to and allocate budget resources for industrial promotion activities, improve the efficiency of seed capital, focus on key points and be consistent with the economic development orientation of the province and city; at the same time, build inter-regional and group industrial promotion projects to increase efficiency.
