If the leader's mindset does not have that orientation from the beginning, it will not be possible to produce green, environmentally friendly products or the processes when converting in the time of integration with the world ," Mr. Thong acknowledged.

" High-quality, environmentally friendly products that meet all criteria, but are put in very shabby packaging, will not dominate the market," said Mr. Phuc.
Along with that, investing in green production or environmentally friendly packaging will increase investment capital, while most rural industrial establishments are small and micro-sized. The increase in production costs also increases product prices, so many businesses are not bold enough to invest.
However, the awareness of businesses and facility owners about green production, sustainable production, and energy saving in Da Nang City has increased significantly. In particular, financial support from the industrial promotion program has helped many businesses produce cleaner products, reduce waste in the environment, and expand domestic consumption and export markets.

Many countries in the world have built technical barriers related to green standards to move towards sustainable production development and climate change response.
In Vietnam, the Ministry of Industry and Trade is assigning the Department of Innovation, Green Transformation and Industrial Promotion to implement many support programs for businesses in the process of green transformation and green growth.
Of which, four major programs stand out, including: the National Program on Energy Saving and Efficiency for the 2019-2030 period; the National Program on Sustainable Production and Consumption for the 2021-2030 period; the Program to Support Smart Production and Digital Transformation in the Industrial and Commercial Sectors by 2035; and the National Industrial Promotion Program for the 2026-2030 period.
These are very effective support programs for small and medium enterprises in general and rural industrial production establishments in particular in the direction of green growth and green transformation.

Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion Do Thi Minh Tram said that the Department is implementing many support programs, accompanying rural industrial establishments in the journey of "greening" products.
In particular, the national industrial promotion program has been implemented for many years and has brought practical results to enterprises. Although it is only seed capital, it has created a great motivation for enterprises and rural industrial establishments to boldly invest in machinery and apply advanced and modern technology to production.
Ms. Do Thi Minh Tram said that recently, the Government issued Decree 235/2025/ND-CP amending and supplementing a number of articles of Decree 45/20212.ND-CP of 2012 on industrial promotion. Decree 235 has stated many new contents suitable to the practical process of supporting small and medium enterprises and rural industrial establishments in building typical rural industrial products, as well as promoting the consumption of typical rural industrial products.
According to the leader of the Department of Innovation, Green Transformation and Industrial Promotion, the 2026-2030 Industrial Promotion Program and Decree 235 of the Government will adjust and supplement many supports related to typical rural industrial products. “Typical rural industrial products will receive support from the national industrial promotion program to promote their products; support innovation of labels and packaging; support the construction of showrooms for rural industrial products. This is one of the solutions to promote the consumption of rural industrial products of small and medium enterprises, ” said Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion Do Thi Minh Tram.
