Construction of Capital Square 3 Urban Area temporarily stopped after the 'death hole' incident in Da Nang

Immediately after the "death hole" incident appeared in the center of Da Nang city, the People's Committee of Da Nang city issued Document No. 4497/UBND-SXD dated December 3, 2025 related to the management of construction order and labor safety at the Capital Square 3 Urban Area project.

The crater is more than 3 meters wide, more than 10 meters long, and about 2 meters deep.

Accordingly, the People's Committee of Da Nang City requested the Investor (SIH Real Estate Company Limited) and contractors to temporarily stop construction in the landslide area, urgently take timely measures to ensure the safety of people and property and prevent possible risks to the project. In particular, focus on coordinating with the contractor, the supervisory unit and relevant parties to inspect the entire wall system of the project and neighboring projects to take measures to ensure absolute safety for people and property in the adjacent area. Specifically, in the area adjacent to Ngo Quyen Street and Nguyen Cong Tru Street to ensure the safety of medium voltage power poles and traffic light frame systems in this area.

At the same time, the Investor and the construction units shall report the incident in writing to the People's Committee of An Hai Ward and the Department of Construction of Da Nang City, describing the information about the incident, the status of the construction works at the time of the incident and the damage to people and property. In addition, it is necessary to inspect, review, and evaluate the cause of the incident, report the implementation results, along with the plan and progress of the remedial work to the People's Committee of An Hai Ward and the Department of Construction of the city before December 6, 2025.

The People's Committee of Da Nang City also assigned the People's Committee of An Hai Ward to assign staff to monitor the situation of the investor's handling of the case at the construction site; ensure security, order and traffic safety in the area; report the results of the investor's handling to the City People's Committee before December 7, 2025.

In addition, the People's Committee of Da Nang City directed the Department of Construction of Da Nang City to coordinate and guide the Investor in resolving the above incident; coordinate with the forces of An Hai Ward, Traffic Police Department (Da Nang City Police) to set up barriers and traffic diversion to ensure traffic safety in this area; advise the People's Committee of the City to direct the implementation of the following tasks.

The document also requested Da Nang Electricity Company to strengthen inspection of the power grid (medium and low voltage lines and transformer stations), coordinate with the project investor to inspect points (electric poles) at risk of landslides to have timely solutions and reinforcement, ensuring safe operation of the power grid.

Previously, as reported by VNA, at 2:15 p.m. the same day, the area of ​​Nguyen Cong Tru Street - from Ngo Quyen Street to Tran Hung Dao Street (adjacent to the Capital Square 3 Urban Area project) collapsed. The collapsed area created a 15-meter long, 6-meter wide hole; the drainage pipe under the road was broken; 2 cars parked in the area fell into the sinkhole. Regarding the damage, the incident caused 2 cars to be damaged, and the authorities had to lift them out of the hole.
